We are looking for a Learning and Development Business Partner to join the People, Culture and Workplace team. Reporting to the Head of Learning & Development, you will enhance the learning offering and skills development across Ofcom to ensure colleagues have the skills needed now and for the future. You will work alongside other L&D business partners and the wider Talent function within PC&W.
Responsibilities
- Partner with the business to understand the skills required to deliver the plan of works and align development offerings to meet these needs for today and the future.
- Own strategic core components of the development offering portfolio (e.g., onboarding, compliance, profession development, insight and evaluation, enterprise learning).
- Work across the full training and development cycle, ensuring return on investment and the impact of personal and professional development products.
- Focus on needs analysis data, collaborate with operational stakeholders and subject matter experts to drive development products for Ofcom colleagues.
- Collaborate with other L&D partners and the wider Talent function to deliver integrated learning solutions.

Essential skills and knowledge :You will have a background in a digital-first organisation and can advise and shape the learning and development offering at Ofcom.Building Solutions : Experience leading strategic organisational transformation within data, digital and AI.Forming Relationships : Excellent stakeholder management, the ability to challenge and influence appropriately; credible L&D professional with the ability to build relationships quickly at all levels.Executing Plans : Strong project management skills with the ability to manage a varied, demanding workload and prioritise in an agile environment.Empowering Development : Advanced knowledge of learning theory and design; knowledge of leadership theory and leadership training approaches.Comfortable using AI tools as an enablement in work and efficiencies.Embracing Change : Comfortable with multiple project management methodologies and able to coach project teams.Practical knowledge of Learning Management Systems (Workday preferred) and current tools in digital learning.Articulating Ideas : Experience in managing improvement initiatives across a blended learning offering.Channelling Influence : Ability to influence and engage with senior leaders.Forming Relationships : Strong networking and relationship-building skills, including seeking external perspectives.Harmonising Work : Ability to engage, listen, learn and work with colleagues across Ofcom to deliver the People Strategy at pace.Pursuing Growth : Value learning from others, bring in external thinking, thought leadership and innovation.Further Requirements :Scope is open to building, designing, delivering and facilitating development depending on topic and skillset.Drive the learning culture across Ofcom as a strategic enabler within the organisation.Ensure individuals have access to learning they need to perform in their role and to build capability for the future.Interpret and communicate key data and metrics to inform decisions; deliver L&D KPI reporting on training costs, budget and delivery of courses and other training deliverables.Work with group leaders to review learning interventions for technical competencies and personal effectiveness.Source, identify and arrange internal and external training to address capability gaps.Work within the L&D budget to ensure ROI.Be a highly credible learning expert for group and profession colleagues.Ensure the L&D function offers a quality, cost-effective service to Ofcom groups and professions.Ensure equity and diversity are considered and implemented in all learning and development activities.Research new learning activities and methodologies to ensure offerings are best in class.Introduce and implement new training processes and systems to record and review development needs and offerings.Review current Ofcom offerings to ensure they are fit for purpose.Monitor and evaluate feedback and effectiveness of all training and development, demonstrating ROI and ROE.Assist with Apprenticeship and Graduate development.Inclusivity
