Rate : £650 per day / 36hrs per week

Summary :
This role provides leadership to the Development Management and Enforcement functions of the Council, significantly contributing to the Borough's growth and regeneration through innovative development management practices. The position ensures that growth aligns with the Council’s Local Plan and related documents. Reporting directly to the Assistant Director of Strategic Planning and Infrastructure, the role oversees the Lead Officers in Development Management, Planning Delivery, and Planning Enforcement.
Responsibilities :
Set strategic direction and manage tactical operations for the service.
Develop and deliver the service plan, ensuring alignment with corporate and directorate priorities.Continuously review and improve service structures, procedures, and methods for efficiency and effectiveness.Planning :Stay updated on legislation and policies to provide sound advice.
Lead on planning application determinations and related expertise.Facilitate positive planning outcomes while respecting community views.Oversee negotiations for infrastructure arrangements using Section 106 and the Community Infrastructure Levy.Coordinate Planning Committee activities and support Neighbourhood Committees.Promote the Development Management Service and achieve income targets.Manage appeals and defend Council decisions.Exercise delegated decision-making authority as needed.Service Leadership :Oversee Lead Officers' work and performance.
Prioritize and allocate workloads effectively.Conduct appraisals and support staff development.Foster a culture of innovation and collaboration within the team.Manage budgets and monitor income.Performance Management :Monitor team performance to meet defined outcomes and targets.
Report performance to Councillors, customers, and partners.Councillors, Customers, and Partners :Provide advice and maintain effective relationships with Councillors and stakeholders.

Relevant degree in Town Planning or a related discipline and chartered membership of the Royal Town Planning Institute (RTPI) or equivalent experience.Significant experience in assessing and advising on planning applications.Management training or qualifications (e.g., Certificate, Diploma, MBA) are desirable.Comprehensive understanding of planning and local government legislation.High political awareness and knowledge of local government operations.Extensive experience with public meetings, member-level meetings, and complex procedures.
