Job overview

We are recruiting two dedicated Locum Consultants (12 month fixed term contract) to join our busy Ophthalmic Accident & Emergency Department, which provides 24/7 emergency eye care and manages over 100,000 patient episodes annually. This is a unique opportunity to contribute to one of the Trust's most dynamic services, supporting patients with ocular injuries, acute vision changes, severe discomfort, and post‑operative complications.

There are two 5.08 PA roles available. Each role will involve a full 3 session day and a 1:6 weekend rotation. This will include a 4.08 PA DCC & Admin element, and a 1 PA SPA element. Please see the job plan at the bottom of the attached job description for further information. The DCC aspect of the job plan is fixed, but the SPA & admin PAs can be taken at the time of convenience for the successful candidates. The timetable may change depending on the needs of the hospital and the service demands. Supervision and teaching of junior staff will be required as well as administrative responsibilities of the ST teaching and training.

Applicants are required to hold FRCOPhth or equivalent and be registered with the General Medical Council.

Main duties of the job

The main duties of the role include:

  • Delivery of direct clinical care within the A&E department, including the treatment of urgent cases and management of clinically complex or sight threating conditions. This will include supporting with triage, assessment, and the Urgent Care Clinic where appropriate.
  • On the day leadership and management of the busy A&E department, including supervising junior medical staff, nurse practitioners and students, and supporting with operational management decisions to ensure the smooth running of the department and delivery against operational targets.
  • Contribution to continuous service development and improvement, engagement in audits, and supporting robust clinical governance.
  • Providing appropriate training and teaching to staff, supporting their professional development.
  • Collaboration with multidisciplinary teams to provide specialist advice to primary care and other services.
  • Engage in research into clinical ophthalmology to stay up to date with current research and drive continuous innovation
  • Maintain continuous professional development in line with Royal College of Ophthalmologist requirements

Detailed duties and responsibilities:

Provide High Quality Care to Patients

  • The post holder must be medically qualified and maintain GMC specialist registration and hold a licence to practice
  • To develop and maintain the competencies required to carry out the duties required of the post.
  • To ensure prompt attendance at agreed direct clinical care Programmed Activities.
  • To ensure patients are involved in decisions about their care and to respond to their views.

Performance Management

  • To work with medical, nursing and managerial colleagues to ensure high performance in the following areas:
  • Clinical efficiency e.g. timeliness indicators, clinical indicators and the development of ambulatory pathways.
  • Quality of outcomes e.g. infection control targets, reducing re‑attendance rates.
  • Financial management e.g. identification, implementation and achievement of cost improvement programmes and participating in efforts to ensure services are provided cost effectively e.g. managing locum agency spend, monitoring and ...
  • Operational efficiency e.g. performance targets, demand management.

Medical Staff Management

  • To work with colleagues to ensure resident doctors' hours are compliant in line with EWTD and New Deal.
  • To ensure that adequate systems and procedures are in place to control and monitor leave for junior medical staff and to ensure that there is appropriate cover within the clinical areas, including on‑call commitments
  • To participate in the recruitment of junior medical staff as and when required.
  • To participate in team objective setting as part of the annual job planning cycle.
  • To be engaged in the process of annual appraisal and revalidation of all doctors in training, Trust doctors, Clinical Fellows and non‑consultant grades as delegated by the Clinical Director/Divisional Manager.

Governance

  • To review clinical outcomes in designated area using external benchmarking data where appropriate, to identify and advise variances to the Service Director.
  • Participate in clinical audit, incident reporting and analysis and to ensure resulting actions are implemented.
  • To work closely with the Directorate, Patient and Public Involvement panels in relation to clinical and services developments as delegated by the Service Director.
  • Participate in ensuring NICE requirements are reviewed and implemented and monitored in the speciality areas.
  • To ensure clinical guidelines and protocols are adhered to by junior medical staff and updated on a regular basis.
  • To keep fully informed about best practice in the speciality areas and ensure implications for practice changes are discussed with the Service Director.
  • To role model good practice for infection control to all members of the multidisciplinary team.

Strategy and Business Planning

  • To participate in the business planning and objective setting process for the directorate and Trust where appropriate.
  • To represent the Trust at appropriate clinical networks/other external clinical meetings, as delegated by the Clinical Director.

Leadership and Team Working

  • To demonstrate excellent leadership skills with regard to individual performance, clinical teams, the Trust and when participating in national or local initiatives.
  • To work collaboratively with all members of the multi‑disciplinary team and Partners as required.
  • To chair regular meetings for the specialties.
  • To resolve conflict and difficult situations through negotiation and discussion, involving appropriate parties.
  • Adhere to Trust/departmental guidelines on leave including reporting absence.

The postholder will be expected to take part in teaching, research and audit, and service meetings, keeping abreast with the constant change that the A&E Department requires to ensure that it runs efficiently.

Training, Quality Improvement and Research (into Educational Methods and Clinical Ophthalmology) is very much encouraged and there may be an opportunity to undertake a distance learning degree in Medical Education. Consultant staff undertaking / holding higher degrees in medical education are particularly welcome. The PGCert level higher degree in medical education (or higher as applicable) is part funded by the department.
