Job summary
Southwest Op Courage Integrated Veterans Mental Health Service covers Cornwall, Devon, Somerset, Bristol, Gloucestershire, Wiltshire and Dorset; our operational base is in Weston-Super-Mare. The service is one of six national NHS England commissioned Op Courage services and is delivered by Avon and Wiltshire Mental Health Partnership NHS Trust in partnership with five other sub-contracted services.

Op Courage provides a complete pathway, delivered by a Multi-Disciplinary Team and starting with a comprehensive needs-led conversation in line with Your Team, Your Care and Your Plan; it is followed by evidence-based interventions/treatment for a wide range of need and complexity, from the early signs of mental health problems through to complex mental health difficulties and psychological trauma.

The postholder will need to live within the Southwest and will be assigned to cover an agreed area. For those living within the AWP footprint (i.e. Bristol, Wiltshire etc.), they will be assigned to their nearest AWP base. For staff who live outside the AWP footprint i.e. in Devon or Cornwall, and do not have a local AWP base, travel expenses will start after 10 miles travel each way.

The postholder will also be expected to attend face-to-face team meetings and Trust training which will be within the Op Courage footprint but may be outside their usual working area.

Main duties of the job

  • Develop and lead a defined drug, alcohol, and gambling harm service for veterans across the Southwest. This will include liaising with key local providers, including statutory and voluntary organisations, to establish and maintain veteran specific pathways.
  • Develop specific outcome measures, monitor and lead on Drug and Alcohol Key Performance Indicators.
  • Lead on ensuring that veterans can access accredited/statutory substance misuse and addiction services and to support the veteran to access trauma focused interventions delivered by Op Courage.
  • Ensure that veterans with a dual diagnosis of mental health and substance misuse have shared care arrangements in place to ensure both their mental health needs together with drug and alcohol addictions are addressed, to reduce harm and support their recovery.
  • Have a small, allocated caseload of service users and will ensure that for all veterans on caseload with substance use and/or gambling harm, assessment, planning, implementation and evaluation of treatment and care is evidence-based, coordinated, and meets assessed needs.
  • Offer specific substance misuse training to the wider teamAttend occasional external weekend events to support promotion of the service i.e. at Armed Forces days.

Job responsibilities

  • 1. To contribute to the achievement of corporate and Strategic Business Unit objectives by leading effective operational management of the Community Team under your responsibility.
  • 2. To take management responsibility for the operational delivery of services across your nominated responsibility and to ensure safe and effective services for our service users.
  • 3. To contribute to the development of a service strategy of the patient group including identification of development needs of service improvement and service use development.
  • 4. To contribute to the Annual Business Plan for the service youre responsible for in order to deliver the LDU strategy and the Trusts overall Business Plan.
  • 5. To develop and enhance the Integrated Governance requirements relating to your service and establish clear and effective mechanisms to ensure ownership of governance at all levels throughout the area of operational management and including within your local delivery unit.
  • 6. To work alongside your manager and contribute to help developments in strategic thinking, National Drivers and Trust Policy.
  • 7. To liaise at a local level with Service Users, Carers, Staff and Partners in both statutory and non-statutory fields, ensuring that there is shared understanding of service provision and commitments.
  • 8. To be responsible for the delivery of Health and Safety responsibilities as required by statute, regulation, legal obligation and Trust policies within the defined area youre responsible for.
  • 9. To ensure full compliance of all staff within the area of operational management, with key mechanisms to support the clinical delivery of safe and affective services, Health and Social Care data entry, incident reporting, serious untoward incident review and complaints.
  • 10. To implement and monitor effective processes for the line management of staff including: agreeing and maintaining appropriate staffing levels, caseload management, controlling use of overtime, bank and agency and ensuring processes are undertaken for recruitment, induction, objective setting, appraisal, supervision, rostering, vacancy management, absence management, investigations and grievances.
  • 11. To ensure staff compliance with processes to protect Service Users, Careers, Communities and Vulnerable Adults.
  • 12. To ensure compliance with legal and statutory duties related to Mental Health Act, Mental Capacity Act, Police and Criminal Evidence Act.
  • 13. To manage the allocated budget for the area of operational responsibility within Trust standing financial instructions, delivering key financial planning actions at key stages of the Trusts annual business planning cycle and delivering financial sustainability through achievement of financial balance.
  • 14. To manage the performance of individuals and teams required to ensure the clear delivery of team and LDU objectives.
  • 15. To implement strategies for the operational team you are responsible for, workforce planning and staff development.
  • 16. To contribute to, and take specific leadership responsibility for service redesign promoting the development of practice in line with national policies and evidence base.
  • 17. To ensure involvement of the area of operational management in service planning, delivery, choice, and governance including the maintenance of links with key groups/networks such as Third Sector Partners, Commissioners, Stake Holders and Service User Representatives.
  • 18. To ensure that services are planned and delivered with sensitivity to the diversity of the communities it serves.
  • 19. To take a lead role in managing identified projects within the LDU.
  • 20. To undertake investigations of serious untoward incidents, complaints, disciplinary and grievances across the LDU when required.
  • 21. To maintain effective communication with Staff, Unions, Service Users and Careers.
  • 22. To ensure that meaningful staff involvement takes place within the area managed so that commitment and ownership are maximised and staff have the opportunity, where possible, to influence service provision.
  • 23. To contribute to the maintenance of the Trust estate from which your operational team is based and engage with processes for procurement and contract monitoring of hotel services, facilities management, maintenance, transport, waste management, equipping and environmental planning.
  • 24. To contribute to the development of information packs, contingency plans, in and out of hours responses to unplanned events such as pandemic flu, winter challenges, estate disaster.

Education, Qualifications & experience
Essential

  • Relevant education to degree level or ability to demonstrate equivalent level of knowledge and experience.
  • Significant experience of managing Health and/or Social Care staff and services
  • Experience of managing complex caseload/workload demands.
  • Experience of developing and maintaining partnerships with internal & external stakeholders
  • Significant experience in leading a substance use service
  • The ability to demonstrate experience in health, social care or third sector environments to a high level.
  • Excellent communication skills including influencing, negotiation and empathic skills.
  • Significant experience in leading/managing service change


Desirable

  • A professional qualification in either Mental Health Nursing, Occupational Therapy or Social Work.
  • Post graduate qualification
