The Health and Safety Manager is responsible for managing day-to-day health and safety activities, ensuring compliance with legal requirements and promoting a positive safety culture. Reporting to Head of HSQE, the role involves supporting the implementation of health and safety policies, reviewing suitability of project documentation, and leading on-site safety initiatives. The Health and Safety Manager plays a key role in translating the organisation’s health and safety strategy into practical actions on the ground on the Sellafield portfolio.



Duties & Responsibilities



  • Provide authoritative HSQE leadership, advice and strategic support to operational teams across the Sellafield portfolio.


Lead and oversee the development, review and governance of HSQE documentation, ensuring suitability, consistency and timely implementation.


Manage and assure the production, review and ongoing effectiveness of risk assessments and safe systems of work, driving continuous improvement.


Champion HSQE initiatives across the organisation, leading implementation, setting expectations and securing engagement at all levels.


Proactively engage with the workforce and management teams to influence positive safety culture, promote ownership and drive behavioural change on the Sellafield portfolio.


Monitor, analyse and report on HSQE performance through inspections, audits, data analysis and workforce engagement, escalating trends and risks as required.


Ensure unsafe conditions are addressed promptly and effectively, with corrective actions implemented, recorded and embedded in line with Keltbray procedures.


Lead the reporting, investigation and analysis of incidents, accidents and near misses, ensuring root causes are identified, corrective actions are managed to completion, and learning is communicated and embedded across the Sellafield portfolio.


Manage relationships with clients, contractors and stakeholders to align HSQE expectations and ensure compliance with Keltbray standards and contractual requirements.


Support and deputise for the Head of HSQE in the delivery and implementation of Keltbray’s HSQE strategy and objectives.


Provide leadership and oversight of improvement programmes targeting Big‑6 risks and other operational high‑risk activities.


Identify system and process improvement opportunities and collaborate with senior stakeholders to drive continual improvement of the Keltbray Business Management System.


Demonstrate visible HSQE leadership, fostering a positive and collaborative culture where health, safety and wellbeing are embedded in all business activities.


Take accountability for challenging and addressing unsafe acts or conditions, ensuring appropriate interventions are made and escalated in line with company expectations.


Promote and support employee wellbeing, advocating for initiatives and environments that protect and enhance both physical and mental health.


Drive a proactive and systematic approach to risk management, ensuring hazards are effectively identified, assessed, controlled and reviewed across operations.




Requirements


Qualifications:



  • CSCS Manager Card


S/NVQ Level 6 Diploma in Occupational Health and Safety Practice or equivalent


Institution of Occupational Safety and Health (IOSH) – Certified or equivalent


Risk Assessment and Method Statement Awareness




Experience:



  • Minimum of 5 years experience of working within highly regulated sectors (nuclear/pharmaceutical/petrochemical)


Knowledge of effective management of occupational safety and health risks


Accident investigation report writing


Ability to work autonomously and flexibly, responding to business needs


Excellent written and verbal communication skills


IT literate and a comprehensive understanding of Microsoft Windows
