Senior Project Manager - Capital Maintenance Programme

Shape the future of Cambridgeshire's highways network

Are you an experienced project leader who thrives on delivering large-scale programmes that make a lasting difference to people's everyday lives?

At Cambridgeshire County Council, we are investing millions of pounds each year to maintain, improve and future-proof one of the country's most important highway networks. This years capital maintenance budget exceeds £58m.

We're looking for an exceptional Senior Project Manager to lead the delivery of our Capital Maintenance Programme and help keep Cambridgeshire moving, leading our carriageway, footway and drainage structural repair programmes.

Every road resurfaced, footway renewed, bridge strengthened and drainage system improved helps thousands of residents, businesses and visitors travel safely and efficiently across the county.

As our Senior Project Manager, you will take a leading role in planning and delivering a substantial capital investment programme, ensuring projects are delivered safely, efficiently, on time and within budget while achieving excellent value for money.

What will you be doing?

You will:
  • Lead the delivery of our Capital Maintenance Programme from development through to completion.
  • Manage a portfolio of complex highway maintenance and infrastructure projects.
  • Lead and develop a team of project professionals, creating a positive and empowering culture.
  • Oversee programme budgets, risk management and financial performance.
  • Work closely with councillors, communities, contractors, consultants and public sector partners to achieve successful outcomes.
  • Ensure robust governance, procurement and project controls are in place across the programme.
  • Prepare and present reports to senior leaders, project boards and committees.
  • Help shape future investment strategies and identify opportunities to maximise funding and value for money.

About you

We're looking for someone who can combine technical credibility with strong leadership and excellent stakeholder management.

You'll bring:
  • A proven track record of successfully leading major infrastructure, highways or transport projects and programmes.
  • Experience managing significant budgets, risks and delivery teams.
  • Strong programme and project management skills with a focus on outcomes and continuous improvement.
  • The ability to build productive relationships with a wide range of stakeholders and partners.
  • Excellent communication skills, including experience presenting to senior leaders and elected members.
  • A qualification in civil engineering, a related discipline, or equivalent relevant experience.
