Pride in Place Programme Manager

Main Accountabilities:

• Accountable for overseeing total spend and all project deliverables across a complex range of capital and revenue programmes, alongside providing leadership and governance support to two Neighbourhood Boards and Chairs, to ensure effective delivery of each Regeneration Plan, including follow through to sustainable outcomes
• Provide leadership support, alongside a secretariat function, to each Neighbourhood Board and respective Chairs, and act as the key link between Ministers, the Council, the Boards, communities and stakeholders
• Accountable for ensuring project documentation is compliant with the requirements of the Terms of Reference for the Board and the Ministry of Housing, Communities & Local Government guidance (MHCLG)
• Accountable for ensuring effective systems and processes are in place to ensure all programme activity contributes towards the efficient administration and management of local Regeneration Plans including financial, procurement and performance monitoring requirements
• Accountable for implementing and overseeing a live and iterative risk register, ensuring proactive management and mitigation measures are in place, with accountability for addressing issues and ensuring these are effectively resolved
• Implement and manage a robust application and assessment framework to enable the Neighbourhood Boards to receive, consider and allocate funding for projects on a fair, consistent, inclusive, relevant, and transparent basis
• On project approval, manage the drafting, issuing and monitoring of grant funding agreements clearly setting out the terms of the contractual relationship and ensuring subsequent claims are correct and compliant with programme requirements and the council’s decision-making process
• Accountable for all financial and programme delivery reporting, including timely and accurate information relating to the tracking, recording, reporting and cash flow of all programme expenditure Accountable for ensuring all monitoring and evaluation requirements are fulfilled, with accurate and timely drafting of performance returns to MHCLG
• Collaborate with the Communications and Engagement teams to develop and deliver supporting communication and engagement plans
• Model council values and behaviour, including wider best value principles, and support realisation of the council’s role as an ‘enabling council’
• Ensure all activities comply with the council’s constitution, policies and procedures, including financial regulations and relevant legislation such as Data Protection Act, health and safety and safeguarding responsibilities
• Uphold and promote the council’s equality, inclusion and diversity policies. Embed diversity, inclusion and strength-based working practices across all ways of working and delivery, with a focus on enabling the borough’s more vulnerable residents, and the communities and partners least likely to engage.

Specific Responsibilities

• Programme Management – accountable for the development and delivery of two Regeneration Plans, working across multi-disciplinary teams to ensure sound financial oversight, programme deliverability and compliance with MHCLG reporting requirements
• Stakeholder Management – accountable for all stakeholder management across the public, private and voluntary sector. Proactively manage stakeholder relationships with residents, the community and voluntary sector, community leaders, Elected Members, other public bodies and key external agencies (including MHCLG). Accountable for compliance with council policy and procedure, including the Resident Engagement Framework and forthcoming partnership refresh, and emerging best practice
• Communications and engagement – accountable for ensuring an inclusive and multi-channel approach to maintain ongoing resident and stakeholder communication and engagement, with close collaboration with the Council’s Communications team, Partnerships and Engagement team, other council services and partners
• Strategic perspective – accountable for ensuring cross-system alignment of all Pride in Place regeneration projects and programmes. Ensure cross-sector policies, programmes and strategies locally, regionally and nationally align to maximise impact and scale innovation, working in collaboration with the Strategy team, and across council services and partners
• Presence - work from various locations within the community, as well as from council offices, a minimum of two days a week. Full driving licence and access to a vehicle would be helpful, with flexibility for evening and weekend events
