Head of Personal Division (Assistant Secretary)

Office of the Revenue Commissioners

Job Summary

Personal Division is responsible within Revenue for the management and development of service and compliance functions for a very large and diverse customer base comprising approximately 3 million PAYE employees, 1.9 million residential property owners (Local Property Tax and Vacant Homes Tax), almost 550,000 Non-Trading Self-Assessed Customers, 12,500 Trusts and almost 10,000 Charitable and Sporting Bodies. The Division also has responsibility for certain large-scale national functions including Stamp Duty, Capital Acquisitions Tax, Capital Gains Tax and related customer service, and the operation of Revenue’s National VRT Service and Central Register of Beneficial Ownership of Trusts.

The Division currently has 6 Principal Officer led branches with approximately 1,300 staff located in Dublin, Tralee, Cork, Limerick, Ennis, Nenagh, Thurles, Galway, Castlebar, Letterkenny, Navan, Dundalk, Kilkenny, Athy and Wexford.

Main Duties of the Job

The Head of Personal Division will have responsibility for:

  • Building on Revenue’s digital offering for the Division’s case base in a manner that optimises voluntary compliance through real-time reporting, self-service and other intuitive technological solutions.
  • Designing out non-compliance opportunities for customers through process reengineering, including further real-time tax reporting and pre-population of returns.
  • Developing data driven compliance risk strategies across a range of taxes that maximises the potential of AI in risk detection.
  • Maximising Revenue’s Compliance Intervention Framework including prosecution programmes when appropriate across the range of intervention types.

Essential Requirements

The successful candidate will:

  • Have significant recent leadership and management experience at an appropriate senior level, including leading and managing teams in a large, dynamic and complex organisation, and be accountable for the Division’s performance to the Revenue Board,
  • Be capable of setting the strategic direction and vision for the Division and mobilising the staff to deliver to that direction and vision
  • Be active and innovative, with a record of proven career achievement to date, particularly regarding modernisation, implementing technological and other solutions to simplify processes, sustainable change and performance improvement,
  • Have a demonstrable understanding or experience of successful service delivery to a consistently high standard and of optimising processes and procedures for consistently high performance and management and mitigation of risk,
  • Have a proven track record of significant results delivery in a demanding work environment supported by effective evidence-based decision-making, capability development, team building and leadership qualities,
  • Have an up-to-date knowledge of and insights on how modern tax and duty administrations operate,
  • Have excellent staff and stakeholder engagement, communication, networking and influencing skills, demonstrated at a senior level.

The Office of the Revenue Commissioners is the Irish Tax and Customs administration. It plays a critical role in securing Ireland’s fiscal, social and economic foundations. Its mission is “to serve the community by fairly and efficiently collecting taxes and duties and implementing customs controls.”

Revenue is a highly decentralised organisation with a staff of just over 7,000 based in over 90 offices across the country and deals with over 4 million personal and business customers.
