THE EXTRAORDINARY STORY OF DAPHNE’S INSIGHT

Corporate Services in Westminster City Council is a world of extraordinary stories, where passionate and expert professionals go above and beyond for their colleagues every day.

Daphne, our champion for people with learning difficulties, is a real beacon. She doesn’t just advocate for colleagues with these difficulties, she teaches managers how to identify and understand the conditions and support their teams at work. Daphne has an innate ability to see the human behind every situation, helping them capitalise on strengths and overcome challenges to be their very best. With her empathy and expertise, she’s a natural. But then, a lifetime of managing her own dyslexia and dyspraxia brings with it unique insight. Our people – and ultimately residents – benefit every day.

Please view the extraordinary story of Daphne’s Insight here.

The Role:

As a Health & Safety Standards Development Lead, you can make your own powerful contribution to people across Westminster. Responsible for reviewing the Council’s existing Health & Safety management systems, you’ll develop, design and implement improvements that drive meaningful change and contribute to a positive safety culture for over 3,600 staff.

Collaborating closely with senior colleagues, you’ll help design a comprehensive training, learning and development matrix for Council staff, setting occupational standards to facilitate management engagement and commitment. With a focus on risk reduction, you’ll ensure the requirements of ISO 45001, ISO 31000, ISO 22320 and ISO 43001 are met. Taking a human-centred approach to safety, you’ll balance complex health & safety risks and compliance obligations to facilitate an organisation-wide culture of learning, development and continuous improvement.

Please refer to the Job Description for more information.

About You:

An established professional with substantial experience implementing ISO 45001 and other relevant ISO systems, you’ll have the following qualifications and accreditations:

  • Occupational Health & Safety qualification equivalent to EQF level 6 or higher.
  • Chartered Member of the Institute of Occupational Health & Safety.
  • ISO 45001 Occupational Health & Safety Lead Auditor.
  • Lead auditor 45001 Occupational Health & Safety Management Systems.

You’ll bring knowledge of ISO 22320 Emergency management requirements, including the ability to identify, assess and prioritise Health & Safety risks. An understanding of strategic organisational and employee wellbeing issues within a large, complex public sector organisation is key, as is a high standard of integrity to ensure unbiased and impartial audit findings.

On a personal level, you’ll be a true team player with excellent communication, attention to detail and presentation skills. Most importantly, you’ll be passionate about supporting the Council’s drive to develop a modernised and resilient Health & Safety function built on trust, innovation, and care. This is a fantastic opportunity to lead an innovative, supportive service where your ideas are valued, and your professional growth is supported at every step.
