Overview

We have an opportunity to join the NCPD ICT Portfolio team as a C1 Portfolio Manager.

The ICT Portfolio team deliver and manage a wide ranging portfolio across products services & software and networks and support Digital Directorate Corporate Operations and CivTech through the Digital Commercial Service team. This role leads the Products portfolio within the team but may involve flexible working across the wider ICT team. The work of the team is varied fast-paced and high profile and has contact with Ministers and senior internal and external stakeholders.

This C1 Portfolio Manager leads a small team of procurement staff for the delivery of frameworks and contracts on behalf of public sector customers. The level of Delegated Purchasing Authority for this role is commonly in the region of 15 million.



Responsibilities

In this role youll lead the delivery and management of key ICT Products collaborative frameworks ensuring regulatory compliance identifying savings and delivering added value.

  • You will lead a team of two procurement staff in the development planning implementation and management of high value high risk Collaborative frameworks. This will involve working with and influencing key senior stakeholders across the Scottish Government Executive Agencies Non Departmental Public Bodies (NDPBs) and wider public sector.
  • You will provide clear direction and leadership to your team and will engage and influence senior stakeholders to maximise collaboration and uptake of collaborative frameworks.
  • You will work across the organisation and wider public sector sharing experience and input to the identification and deployment of best practice.
  • You will advise on legal policy and other requirements pertaining to public procurement resolving complex issues when necessary to achieve outcomes providing advice and guidance to stakeholders and staff.
  • You will proactively manage and develop the supply base to continually improve customer service and value for money whilst delivering sustainable procurement benefits in line with procurement policy. The post holder will proactively work with staff and stakeholders to support the implementation of improved contract management practices.
  • You will work flexibly both within the Division and across the Directorate to help deliver the organisations wider goals in line with the Directorate Plan.
  • You will promote flexible working across the team and contribute to best practice initiatives.

Experience Required

  • Strong knowledge and experience in all aspects of the full end-to-end procurement process with clear working knowledge of public procurement legislation.
  • Experience in strategic procurement techniques supplier management and negotiation will be essential.

Working Pattern

This post is a full-time permanent role but we welcome applications from staff with different working patterns. Proposed working patterns will be assessed against the business requirements for this post.

Our standard hours are 35 hours per week and we offer a range of flexible working options depending on the needs of the role including Flexi-leave. Scottish Government staff in hybrid-compatible roles should aim to work in-person 40% of the time either in an office or other agreed work location. Pay Supplement

The post attracts a procurement pay supplement currently 4250 subject to minimum eligibility criteria which includes a minimum of 3 years experience in a procurement or commercial role 1 year at this level and a commitment to Continuous Professional Development (CPD). Pay supplements are discretionary payments designed to address recruitment and retention issues caused by market pressures and are subject to regular review and affordability.

Qualifications

This is a specialist role which requires evidence of a commitment towards continuous professional development including external advanced level professional accreditation of MCIPS/FCIPS WCC Expert Certification or relevant equivalent*; a pass at the UK Government Commercial Organisation assessment centre at an appropriate level; or a commitment to attaining such an accreditation once in post.

* Equivalent may include accreditation from another relevant professional body or a relevant academic qualification at degree or post graduate level. Significant evidenced experience operating and delivering at an advanced level may be considered as equivalent when accompanied by a commitment to attaining an accreditation once in post.
