About The Organisation Public Health Scotland launched 1st April 2020 as a national health board, employing around 1200 people, and with an annual budget of around £101 million. The Post This is an exciting opportunity to join the Population Health and Wellbeing Directorate, to contribute to ongoing collaborative work to improve the health and wellbeing of the people of Scotland. We have a vacancy for 1wte Public Health Adviser in the Evaluation Team within our Public Health Science workforce. The post is permanent and will work as part of a team to contribute to our varied programmes of evaluative work. Evaluation programmes are based on public health needs and policy response, for example we have worked on evaluation of national policy, e.g., the National Mission to reduce drug deaths, minimum unit pricing of alcohol, and the Mental Health Strategy, as well as evaluative work in smaller geographical areas that has the potential to inform the adaptation and spread of interventions. This work will involve leading the development, planning and delivery of monitoring and evaluation plans for various topic areas, building relationships with a range of people, and to enable meaningful engagement to ensure any evaluative work meets their needs, and supports mutual learning. You will also be responsible for reporting to Scottish Government, as funders, on progress, risks and mitigation strategies for the work you are responsible for. The post holder will work with a range of people within and external to PHS, including experts by experience, statutory and third sector organisations, to achieve the strategic evaluation objectives. The Candidate The successful candidate will be an enthusiastic and motivated individual with a proven track record in developing monitoring and evaluation plans and experience delivering high quality mixed method evaluation. Experience of interpreting both quantitative and qualitative data in evaluation is essential. Strong partnership and interpersonal skills are essential, as are excellent writing skills. Knowledge of Scotland’s public health priorities and policy context is desirable. Location and Working Pattern The post is based in either Gyle Square, Edinburgh or Bothwell Street, Glasgow. We are currently hybrid working; therefore, you will be expected to spend time in both PHS offices as well as the option to work at home. Monday to Friday, 36 hours per week. PHS is a flexible employer, and we are happy to discuss requests for alternative working patterns. During times of public health emergency, or other urgent business need, you may be required on a temporary basis to work your normal contracted working hours over 7 days including weekends, in order to meet the needs of the service. It is a condition of this employment that you must live and remain a resident within the UK for the post in which you will be employed with PHS.
