Head of City Centre Capital Projects

Lead one of the UK's most exciting city centre regeneration programmes

Plymouth stands at the beginning of a once-in-a-generation transformation. With £4.4 billion of investment into the Devonport Dockyard, the city has an extraordinary opportunity to drive sustainable growth, unlock new opportunities and create thriving communities for future generations.

This investment is not just about infrastructure - it is about shaping a city where people can build successful careers, access high-quality homes and enjoy an exceptional quality of life. At the heart of this vision is an ambitious commitment to deliver 10,000 new homes across Plymouth in partnership with Homes England, helping to create vibrant neighbourhoods and support long-term economic prosperity for the city and its residents.

We are seeking an exceptional development and regeneration leader to join us as Head of City Centre Capital Projects. Reporting to the Head of Regeneration and Growth, you will lead the delivery of landmark capital projects that will transform the city centre for generations to come.

At the heart of the role is the leadership of the £100 million redevelopment of the Civic Centre, alongside the repurposing of the historic Guildhall and the delivery of future major capital projects. Collectively, you will help drive a regeneration programme with an estimated value of £500 million.

About The Role

As Head of City Centre Capital Projects, you will be responsible for the successful delivery of complex, high-profile regeneration schemes from inception through to completion.

You’ll provide strategic leadership across every stage of development, including:

  • Developing project strategy and master planning
  • Land assembly and funding strategies
  • Procurement and contract management
  • Governance, programme and risk management
  • Legal agreements and statutory processes
  • Managing multidisciplinary project teams and specialist consultants
  • Securing and managing significant public and private sector investment
  • Leading stakeholder engagement at local, regional and national level

You will work closely with senior Council leaders, elected Members, Government departments, Homes England, investors, businesses and strategic partners to ensure projects deliver lasting economic, social and environmental benefits.

This is a highly visible leadership role requiring political awareness, commercial acumen and outstanding programme delivery skills.

About You

We’re looking for an accomplished regeneration professional with a proven record of delivering major capital development projects.

You Will Bring

  • Extensive experience leading complex, multi-million-pound regeneration or property development programmes.
  • Strong commercial, financial and programme management expertise.
  • Experience securing and managing significant public funding and private investment.
  • Outstanding leadership, negotiation and stakeholder management skills.
  • Experience managing multidisciplinary professional teams and external consultants.
  • The ability to operate confidently within complex governance and political environments.
  • Excellent communication skills, including presenting to senior executives, elected Members and public audiences.

You Will Also Hold

  • A relevant degree.
  • Membership of a recognised professional body such as RICS, RTPI, CIOB, CIH, APM or equivalent.
  • A full UK driving licence.

A PRINCE2 qualification, master’s degree and local government experience would be advantageous.

Why join us?

This is more than a capital projects role. It is an opportunity to influence the future of the city by delivering transformational regeneration that will support economic growth, attract investment, create new homes and employment opportunities, and enhance the city centre for residents, businesses and visitors.

You’ll join a collaborative leadership team with the opportunity to shape nationally significant projects while working with leading consultants, Government agencies and strategic partners.

If you have the vision, leadership and commercial expertise to deliver major regeneration at scale, we’d like to hear from you.

We are a flexible employer and provide a variety of working arrangements tailored to the needs of each role.

Closing date:- Sunday 09 August 2026
