This is an exciting opportunity to join NHSSouth Yorkshire Integrated Care Board at a pivotal moment in the evolution ofintegrated care. As Deputy CFO, you will provide strategic financial leadershipacross the ICB and system, helping to secure long-term financial sustainabilitywhile supporting the delivery of improved outcomes for our population. Workingclosely with the Chief Finance Officer, executive colleagues and colleaguesacross the ICB, you will lead the development and drive delivery of a forward-lookingfinancial strategy that balances statutory responsibilities withtransformation, innovation and value. You will play a key role in shaping howresources are deployed to reduce health inequalities, improve population healthand ensure the best possible use of public funds.

Main duties of the job

The postholder will be a key leader across the ICB and willbe responsible for convening partners to deliver financial plans and providestrategic financial leadership on ICB commissioning decisions. They will alsosupport the delivery of all ICB statutory functions as appropriate. short-termgoals and the long-term plan of the ICB whist ensuring this reflects andintegrates the strategies of all relevant partner organisations of the ICT.

The postholder will ensure that there are effectivemechanisms in place for anticipating, identifying, and responding to keyfinancial risks (including risk sharing arrangements, develop new paymentmechanisms) that could impact on the successful delivery of the ICB strategy

Ensure that the integrated care board (ICB) meets thefinancial targets set for it by NHS England and NHS Improvement, includingmanaging financial risks to living within the overall revenue and capitalallocation and the administration costs limit. As a member of the seniorleadership team, support the executive directors of SYICB and provide seniorleadership across the ICB Chief Finance Officer portfolio. The postholder beresponsible for ensuring the delivery of the finance function and developingthe streamlining where appropriate and in keeping with moving to best practice.

• Demonstrates sound judgement in the absence of clear guidelines or precedent, seeking advice as necessary from more senior management when appropriate.

Qualifications

• Educated to Masters level or equivalent in a relevant area of academic practice with in depth additional expert knowledge in specialist areas/subject matters expertise in a number of relevant disciplines or equivalent experience working at a commensurate band.
• CCAB Qualified accountant with relevant senior financial management experience.
• Additional management qualification or specialist qualification at post graduate level or significant leadership experience at post graduate level in specialist area.
• Evidence of continuing professional development.
• Membership of a relevant professional body.

Experience

• In depth additional expert knowledge acquired over a significant period of time in strategy formulation, Leadership, service improvement and resource management.
• Knowledge and experience of good governance practices and providing assurance to board members.
• Proven board level experience of leading and delivering complex change and strategy development programmes in a politically sensitive and complex environment.
• Experience of liaising and working with government departments on healthcare issues at a senior level.
• Experience of leading and managing an executive level department in healthcare and / or public sector.
• Extensive knowledge of the background to and aims of current healthcare policy and appreciation of the implications of this on engagement.
• An understanding of the relationship between individual provider and commissioning organisations.
• Previously responsible for a budget, involved in budget setting and working knowledge of financial processes.
• Commercial expertise.
• Previous experience of having corporate responsibility for major policy and service development incorporating national priorities.
