We want Torbay and its residents to thrive and are committed to making a difference in our community, delivering high quality services to local people. As part of this endeavour, we are looking to recruit a talented, enthusiastic and motivated Public Health Consultant into our Public Health Team.

As part of the team you will lead strategic work focused on working aged adults and the wider determinants of health including poverty reduction. You will work with colleagues in the Council and with partners to achieve our vision of Torbay as a place where the environment contributes to good health and everyone can enjoy good physical and mental health. You will lead on public mental health and suicide prevention as well as substance misuse, gambling, community safety and inclusion health. In doing so you will help to ensure that barriers are reduced for those who are excluded from social and economic opportunities.

You will be qualified as a public health specialist and be on the GMC, GDC or UKPHR specialist register or be eligible for registration within six months of interview. You will be expected to have the skills and experience to lead across the full spectrum of public health and be a senior advocate for Health In All Policies. You will be a proven systems leader and team player who can navigate complexity, influence at the highest level, and deliver measurable population health impact.

All medical/dental applicants on the UK public health specialty training programme must have Full and Specialty registration (with a license to practice) with the General Medical Council or General Dental Council (GMC/GDC) or be eligible for registration within six months of interview. Once a candidate is a holder of the Certificate of Completion of Training (CCT), registration with the relevant register is guaranteed.

All non-medical applicants on the UK public health specialty training programme must be registered with the UKPHR or be within six months of registration at the date of the interview. Applicants must provide proof (letter of confirmation from their TPD or the CCT) at interview.

Applicants that are non-UK trained, will be required to show evidence of equivalence to the UK CCT.

This post requires a Standard Criminal Level Check. This will show details of all spent and unspent convictions and adult cautions that have not been filtered in line with legislation.

Skills

Essential:

  • Strategic thinker with proven leadership skills and operational nous.
  • Able to demonstrate and motivate organisations to contribute to improving the public’s health and wellbeing through mainstream activities and within resources.
  • Ability to lead and manage the response successfully in unplanned and unforeseen circumstances.
  • Analytical skills able to utilize both qualitative (including health economics) and quantitative information.
  • Ability to design, develop, interpret and implement strategies and policies.

As this post meets the requirements of the Immigration Act 2016 (part 7), the ability to converse at ease with members of the public and provide advice in accurate spoken English is essential for the post.


Knowledge

Essential:

  • Advanced knowledge of the determinants of health and their effect on populations, communities, groups and individuals.
  • Advanced knowledge of the public health/health improvement agenda and wider determinants of health.
  • Specialist knowledge of how to assess the health needs of the population and ensure programmes are evidenced based to best meet local need.
  • Advanced knowledge of the complexities of working with a wide range of commissioners and service providers.

Experience & Qualifications

Essential:

  • Delivery of successful change management programmes across organizational boundaries
  • Experience of using complex information to explain public health issues to a range of audiences
  • In line with legislation, inclusion in the GMC Full and Specialist Register with a license to practice/GDC Specialist List or inclusion in the UK Public Health Register (UKPHR) for Public Health Specialists at the point of application.
  • Able to both lead teams and to able to contribute effectively to teams led by junior colleagues
  • Commitment to work within a political system irrespective of personal political affiliations
