Job description

University Hospitals of Leicester NHS Trust EPRR Manager The closing date is 06 August 2026 This is a key leadership role within University Hospitals of Leicester (UHL), the post holder will support the Director of Urgent and Emergency Care and Chief Operating Officer by: Developing the strategic direction of Emergency Preparedness, Resilience & Response (EPRR) to ensure the Trust embeds EPRR within the organisation. Having strategic responsibility for the delivery of the EPRR Work Programme within the Trust, and ensure this is aligned with partners at a local, regional and national level. This includes providing a framework for members of the EPRR Team to operationally deliver the EPRR Work Programme. Provide oversight and assurance of the delivery of the EPRR Work Programme complies with the legislative requirements / responsibilities for the Trust. This includes aligning the work programme with NHS Englands Core Standards for EPRR, the Civil Contingencies Act 2004, Health & Social Care Act 2022 and NHS Act. Main duties of the job The post will be responsible for providing oversight the Trusts Single Point of Contact, ensuring time-sensitive letters, directives and information requests from commissioners and partners are disseminated, and any actions required are coordinated. This includes coordinating the Trusts response to any external inquiries or investigations following the response to any incidents A key requirement for this role is the development of effective relationships with stakeholders internally and across system boundaries, with a particular focus on partners across Leicester, Leicestershire & Rutland and NHS Regional EPRR colleagues. The post will provide strategic and operational leadership and expertise for all matters concerning EPRR. This includes acting on behalf of the Director on Call (when delegated authority has been provided), to warn, inform and liaise with partners, as well as provide advice and guidance to the Trusts Tactical and Operational Teams to support responses to incidents. The post will be responsible for providing oversight the Trusts Single Point of Contact, ensuring time-sensitive letters, directives and information requests from commissioners and partners are disseminated, and any actions required are coordinated. About the University Hospitals of Leicester NHS Trust: Job responsibilities This post will lead the work on EPRR, to ensure that progress on delivery is tracked robustly, that exceptions are identified, and actions are identified to improve the Trusts EPRR arrangements. Detailed reports on the delivery of the EPRR Work Programme are produced on a regular basis as required for governance and assurance purposes. Strategic oversight and lead for the development and implementation of the Trusts annual EPRR work programme to ensure the Trust can achieve full compliance with NHS Englands core standards for EPRR. To set a 3 year strategy to improve embedding EPRR within the Trust. To lead the Trusts response and support the development and implementation of the ICBs Work Programme. To ensure the Trust can quickly notify and provide information to its staff of potential or actual business continuity, critical or major incident. To ensure the Trust has in place appropriate and fully equipped incident coordination centres and maintained in a constant state of readiness. To deal with sensitive and confidential material from Category 1 and 2 responders, including the Police. Cabinet Office requirements will mean that the post-holder will have to have appropriate security clearance. To act as an advanced subject matter expert on all matters relating to EPRR and to provide advice to the UHL Executive Team and senior managers. Person Specification Commitment to Trust Values and Behaviours * Must be able to demonstrate behaviours consistent with the Trusts Values and Behaviours Training & Qualifications * Educated to masters level and/or be able to demonstrate equivalent experience or competencies * Formal qualification in emergency planning and/or business continuity, or be able to demonstrate equivalent experience or competencies * Diploma in Health Emergency Planning (DipHEP) * Qualification to deliver training (or relevant experience) Knowledge and Experience * Leadership experience of working successfully as a head / deputy of departmental function or equivalent in a complex organisation * Experience of developing and implementing an EPRR strategy at a senior level in a large complex organisation * Experience of functions such as finance, performance, recruitment and risk management within the EPRR domain * Experience of developing working relationships with local and regional partners * Experience of working in a rapidly evolving environment * Demonstrable highly developed knowledge and experience of legislation and guidance in relation to emergency planning, civil contingencies and business continuity * Detailed knowledge and understanding of emergency planning guidance relevant to the NHS * Experience of developing and implementing policies and plans that are fit for purpose * Experience of developing and delivering of training and exercise programmes * Demonstrable evidence of multi-agency working to meet common objectives * Demonstrable experience of driving quality and improvement within a large, complex organisation * Experience representing a Category 1 organisation at a multi-agency resilience forum * Knowledge of the NHS and its responsibilities and the barriers and challenges of health emergency planning * Experience working for an acute hospital Trust Communication and relationship skills * Confident and effective verbal and written communication skills *
