Working with Consultant level clinicians the Digital Clinical Lead 111 Front End will be expected to work within designated areas of responsibility. This individual will ensure the delivery of key objectives across a broad set of clinical priorities in the emergency, urgent, and acute care work streams. In addition, the post holder will be responsible for providing professional clinical leadership and promoting clinical excellence for a range of Health Professionals as part of the organisation’s delivery of urgent and acute care provision.

The postholder will work collaboratively with internal and external stakeholders, contributing to the development and implementation of alternative models of clinical care and pathways to meet the diverse needs of patients. Being accountable for the improvement of the requisite clinical metrics determined by the organisation including continued improvement of clinical metrics aligned to the Welsh Ambulance service University NHS Trust (WAST) Clinical plan.

The post holder will ensure that agreed systems are in place to ensure a strong clinical leadership within the 111 Front End Programme to enable the Trust to deliver the 111 Front End to the required professional clinical standards. Working in partnership with the senior digital and clinical leadership teams to ensure the development and maintenance of sound clinical performance management arrangements and the development of clinical performance measurement systems.

Main duties of the job

• Provide visible clinical leadership across the Digital Directorate and wider Trust.
• Advise clinicians, EMSC staff and managers on complex clinical and system issues.
• Review incidents, practice concerns and capability matters, ensuring learning and escalation.
• Lead service development, pathway improvement, governance, patient safety and quality priorities.
• Use evidence, audit and performance data to improve clinical effectiveness and reduce variation.
• Maintain clinical registration, competence, patient-facing practice and professional development.
• Support education, research, innovation, resource use, Trust policies, values and a safe culture.

Qualifications and Knowledge

Essential criteria

• Educated at master’s level in relevant clinical or healthcare subject
• Level 7 post graduate qualification
• HCPC (Health and Professions council) Registered Paramedic
• Current, relevant and adequate clinical portfolio
• Full Driving licence
• Sound knowledge of Caldicott principles and Data protection
• Member of their Associated Professional Body
• Current broad knowledge of the NHS in Wales.

Desirable criteria

• Post Graduate Qualification in Leadership & Management
• A thorough working knowledge of current issues in the NHS, especially drivers relating to integration of emergency and urgent care.
• Awareness of the challenges facing health and social care and in particular the Trust
• Evidence of audit and evaluation / benchmarking of clinical services
• Knowledge of research and clinical audit techniques
• Controlled drugs authorised witness qualification

Experience

Essential criteria

• Significant experience as a Paramedic
• Evidence of performance reviews
• Dealing with emotional and distressing situations
• Role modelling professional conduct, openness and inclusion
• Effective working without supervision
• Influencing change through evidence-based practice
• Proven experience of patient care in an emergency and unscheduled care setting utilising advanced practice level skills.
• Extensive knowledge and/or experience of clinical assessment and care delivery in face-to-face settings.
• Experience of timely delivery on nominated projects and managing multiple, complex sources of information which rely on review, understanding and the comparison of conflicting information.

Desirable criteria

• Ability to participate in the on-call system providing expert advice to clinicians with complex decision making
• Understanding of performance activity and financial workings
• Experience developing and delivering training/educational programmes to drive service improvements.
• Understanding of duty of quality and duty of candour in line with legislative requirements.
