Job summary
We are seeking an experienced and motivated Treating Tobacco Dependence Lead to lead the development and delivery of Devon Partnership NHS Trusts Treating Tobacco Dependence Programme. This is an exciting opportunity to improve the physical health of people with mental health conditions by embedding evidence-based tobacco dependence treatment across Trust services.

The post holder will provide specialist leadership, drive service improvement, support staff training and work collaboratively with Trust teams and external partners to reduce smoking-related harm, address health inequalities and support the delivery of smoke-free care. The role will initially focus on inpatient mental health services, with opportunities to support future pathway development across community services.

Main duties of the job
  • Lead the implementation and ongoing development of Treating Tobacco Dependence pathways across the Trust.
  • Provide expert advice on smoking cessation, nicotine dependence, vaping and harm reduction.
  • Support staff to deliver Very Brief Advice, behavioural support and evidence-based treatment interventions.
  • Develop, coordinate and deliver training and awareness programmes for clinical and non-clinical staff.
  • Analyse performance data, undertake audits and lead quality improvement initiatives to enhance patient outcomes.
  • Build effective partnerships with pharmacy, public health, local authority, ICB and healthcare partners.
  • Lead the development of policies, guidance, reporting and governance processes relating to tobacco dependence treatment.
  • Promote compassionate, person-centred approaches to supporting people with tobacco dependence and reducing health inequalities.

Job responsibilities
The Treating Tobacco Dependence Lead will provide Trust-wide operational leadership for the development, delivery, monitoring and continuous improvement of the Treating Tobacco Dependence programme across Devon Partnership NHS Trust.

The post holder will lead the implementation and ongoing development of evidence-based tobacco dependence treatment pathways for people using Trust services, with an initial focus on inpatient mental health services and potential extension into community pathways where funding, commissioning arrangements and service priorities allow. The role will support the Trusts commitment to reducing health inequalities, improving physical health outcomes for people with mental health conditions, and embedding prevention-focused care in line with national guidance, NHS Long Term Plan ambitions, NICE guidance, NCSCT standards, local ICB priorities and the Trusts Smoke Free Environment policy

Person Specification
Experience
Essential
  • Significant experience working in health, social care, public health, pharmacy, mental health, smoking cessation or a related field.
  • Experience of leading or supporting service improvement, pathway development or change management.
  • Experience of working with multidisciplinary teams.
  • Experience of developing and delivering training, coaching or practice support.
  • Experience of analysing data, audit findings or performance information to support improvement.
  • Experience in producing reports, briefings, action plans or governance updates.
  • Experience of working with people who experience mental health difficulties, complex needs or health inequalities.
  • Experience of managing competing priorities and working across organisational boundaries.
  • Experience in communicating complex or sensitive information to a range of audiences.
Desirable
  • Experience of leading a Treating Tobacco Dependence or smoking cessation service.
  • Experience in line managing staff.
  • Experience of working in inpatient mental health settings.
  • Experience of working with ICBs, local authorities, public health teams or voluntary sector partners.
  • Experience in developing business cases, funding proposals or service expansion plans.
  • Experience in implementing digital recording, dashboards or reporting systems.

Qualifications
Essential
  • Registered healthcare professional or relevant specialist qualification/experience in pharmacy, nursing, allied health, public health, psychology, social care, health improvement or another relevant discipline.
  • Evidence of continuing professional development relevant to service improvement, public health, physical health, mental health or smoking cessation.
  • NCSCT Stop Smoking Practitioner training, or willingness to complete within an agreed timeframe.
  • NCSCT Very Brief Advice training, or willingness to complete within an agreed timeframe.
  • NCSCT Mental Health and Smoking module, or willingness to complete within an agreed timeframe.
  • Evidence of training or experience in quality improvement, service improvement, project management or change management.
  • Knowledge of safeguarding responsibilities relevant to adults, children and families.
Desirable
  • Leadership or management qualification, or willingness to work towards one.
  • Quality improvement qualification, such as Improvement Practitioner training.
  • Practice Supervisor, Educational Supervisor or equivalent teaching/supervision training.
  • Additional public health, smoking cessation, behavioural change or health coaching qualification.
  • Experience in line management training or supervision training.
