This role will primarily support the successful delivery of Yorkshire Water - WWSA (Repair & Maintenance) activities providing commercial management and contractual support across a portfolio of reactive planned and maintenance works. The role will work closely with operational teams clients and stakeholders to maximise value manage risk and ensure the efficient delivery of works whilst maintaining strong commercial governance and contractual compliance.


Purpose of the role:

We are seeking an experienced and commercially focused Senior Quantity Surveyor to support commercial performance. This role will play a key part in ensuring robust commercial management effective contract administration and strong financial control across allocated schemes.

Working closely with operational delivery planning finance and client stakeholders the Senior Quantity Surveyor will support the successful delivery by maximising value protecting commercial entitlement managing risk and ensuring accurate reporting across cost value cash change and contractual performance.

You will bring strong NEC contract knowledge practical experience within utilities infrastructure civil engineering and the confidence to manage Compensation Events Early Warnings Applications for Payment TCEs WIP and subcontractor accounts.

Key Responsibilities:

Commercial Management and Governance

  • Manage the commercial performance of allocated projects from mobilisation through to final account.
  • Support strong commercial governance across assigned projects ensuring accurate records audit trails and supporting evidence are maintained.
  • Monitor cost value cash margin risk and opportunity performance across projects.
  • Support CVR reviews commercial reporting and performance meetings providing commentary on risks opportunities and required actions.
  • Drive cost control cash recovery value management and margin protection throughout project delivery.
  • Ensure commercial activities align with business objectives client requirements and contractual obligations.
  • Identify improvement opportunities and support the implementation of effective commercial processes and controls.

Contract and Change Management

  • Manage and interpret contract requirements ensuring effective contract administration and protection of commercial entitlement.
  • Prepare validate and manage contractual submissions ensuring they are accurate well-evidenced and compliant with contractual requirements.
  • Manage change control processes including variations compensation events early warnings and scope changes.
  • Support the preparation and assessment of estimates quotations and change submissions.
  • Manage programme impacts and commercial changes through to agreement and close out.
  • Maintain accurate contractual records and communications.
  • Support dispute avoidance and resolution through proactive commercial and contractual management.
  • Ensure project teams understand contractual obligations and commercial processes.

Financial Management and Reporting

  • Manage project cost value risk and margin performance across allocated projects.
  • Prepare and manage applications for payment and commercial submissions in line with contractual requirements.
  • Support accurate cash forecasting revenue recognition and cost reporting.
  • Monitor work in progress ensuring balances are reviewed and managed appropriately.
  • Track and manage cost allocations variations change controls and project movements.
  • Support accurate billing cost recovery and audit readiness.
  • Provide commercial analysis and reporting to support operational and leadership decision-making.
  • Maximise recovery of contractual entitlement while maintaining strong governance and client relationships.

Project Delivery Support

  • Apply commercial expertise to support the successful delivery of projects and programmes.
  • Work closely with Operations Delivery Planning Finance and Procurement teams to achieve project objectives.
  • Understand the commercial and operational drivers impacting project delivery including labour plant materials subcontractors and programme performance.
  • Support project reviews identifying trends risks opportunities and improvement actions.
  • Ensure commercial decisions reflect contractual technical operational and regulatory requirements.
  • Support collaborative delivery while protecting the companys commercial interests.

Client and Stakeholder Management

  • Act as a key commercial contact for clients and project stakeholders.
  • Build and maintain strong professional and collaborative relationships with clients subcontractors and internal teams.
  • Support commercial discussions negotiations project reviews and performance meetings.
  • Communicate commercial risks opportunities and project performance effectively.
  • Work collaboratively with colleagues across Operations Delivery Finance Procurement and Senior Leadership teams.
  • Challenge and influence stakeholders where necessary to achieve positive commercial outcomes.
  • Balance strong client relationships with the need to protect commercial entitlement and business performance.

Supply Chain and Subcontract Management

  • Manage subcontract accounts ensuring appropriate commercial control and close out.
  • Support procurement tendering and subcontract administration activities.
  • Review and manage subcontractor costs variations applications and final accounts.
  • Work with operational teams to ensure subcontractor performance and costs are accurately reflected in project reporting.
  • Support commercial governance across supply chain activities.

Team Development and Commercial Best Practice

  • Provide guidance and support to Assistant Quantity Surveyors Apprentices and junior commercial team members.
  • Support the development of commercial capability through coaching mentoring and knowledge sharing.
  • Promote commercial awareness best practice and continuous improvement across the business.
  • Foster a culture of accountability accuracy collaboration and professional development.
  • Contribute to the continuous development and improvement of the commercial function.



Skills & Experience Required

Essential

  • Proven experience as a Quantity Surveyor or Senior Quantity Surveyor within utilities infrastructure civil engineering water or capital projects.
  • Strong knowledge and practical experience of NEC contracts.
  • Experience managing project cost value forecasting change control and commercial reporting.
  • Strong commercial and financial awareness including risk management and cost control.
  • Ability to manage contractual processes and protect commercial entitlement.
  • Excellent stakeholder management skills with the ability to build strong relationships with clients subcontractors and internal teams.
  • Confident communicator with the ability to influence and challenge where required.
  • Highly organised with strong attention to detail and accuracy.
  • Strong Microsoft Office skills particularly Excel.
  • Able to work effectively in a fast-paced environment while managing multiple priorities.

Desirable

  • Degree qualified in Quantity Surveying Commercial Management or a related discipline.
  • RICS qualified or working towards professional accreditation.
  • Experience working within Yorkshire Water AMP programmes or other regulated utility environments.
  • Experience using CEMAR or similar contract management systems.
  • Experience mentoring or supporting the development of junior commercial team members.
  • Strong reporting data analysis and continuous improvement skills.
  • Experience working within long-term framework agreements or collaborative delivery models.
