About the Role

This is an exciting opportunity for an inspiring leader who enjoys service improvement, partnership working and developing high-performing teams, leading one of two Adult Mental Health Locality Teams at a time of transformation across Adult Social Care. The role will involve developing innovative approaches and strengthening joint working with partner agencies to improve outcomes for people with mental health needs. Working to the principles and requirements of the Mental Health Act (1983), Mental Capacity Act (2005), Care Act (2014) and associated Codes of Practice, you will lead a team to ensure personalised, robust, and recovery‑focused support pathways. Working within a collaborative and forward-thinking leadership team, you will provide operational leadership to a highly skilled workforce, supporting the delivery of statutory responsibilities alongside health colleagues, community mental health services, housing providers, voluntary sector organisations and wider system partners to improve outcomes for adults with mental health needs.

You will have the opportunity to influence new ways of working, support innovation and help shape the future of Adult Mental Health Social Care within Leicestershire.

You will lead a dedicated team of:

  • Approved Mental Health Professionals (AMHP) and Mental Health Social Workers, delivering Care Act assessments, reviews, safeguarding enquiries, Mental Capacity Act assessments, Court of Protection reports and statutory responses.
  • Community Support and Community Reablement Workers supporting strengths-based responses, recovery planning, and neighbourhood/community-based support.
  • Newly Qualified Social Workers and students, supporting professional development and reflective practice.

Key Duties

  • Lead, motivate and develop a high-performing Adult Mental Health Team, delivering safe, effective and person-focused social work practice.
  • Provide visible leadership and professional supervision, promoting strengths-based practice, reflective learning and continuous improvement.
  • Ensure statutory duties under the Care Act (2014), Mental Health Act (1983), Mental Capacity Act (2005), Human Rights Act (1998) and Equality Act (2010) are fulfilled and oversee the effective operation of the Mental Health Team, ensuring timely decision-making, robust risk management and safe service delivery.
  • Ensure people receive appropriate information, advice, signposting and preventative support whilst awaiting longer-term support.
  • Lead effective partnership working with Community Mental Health Teams, Primary Care, Housing, NHS Trusts, Integrated Care Boards, voluntary organisations and wider community partners.
  • Drive service improvement through performance management, quality assurance, data analysis and continuous learning and manage staffing resources, workforce planning, budgets and operational performance to ensure efficient, high-quality and legally compliant service delivery, maintaining effective team capacity and capability.
  • Support organisational transformation and contribute to the ongoing development of innovative operating models across Adult Mental Health Services and provide performance reports and assurance to Strategic Service Managers and the Head of Service and participate in the Adult Social Care management duty rota and undertake DoLS sign-off responsibilities.

About You

To apply for this post you must have:

  • Significant experience of working within Adult Mental Health, leading and developing high-performing teams within a social care or health environment.
  • Strong knowledge of the Care Act (2014), Mental Health Act (1983), Mental Capacity Act (2005), Human Rights Act (1998) and safeguarding legislation and experience of managing Social Workers holding complex caseloads.
  • Experience of leading change, improving services and embedding new ways of working.
  • Excellent partnership working, stakeholder and relationship management skills with the ability to build positive relationships across organisational boundaries.
  • Experience of managing performance, quality assurance, workforce development and service improvement, budget management and efficiency management.
  • Strong leadership, communication and decision-making skills.
  • Theoretical, practical, and procedural knowledge of social work and social care legislation, policy and best practice, and a commitment to strengths-based practice, prevention and improving outcomes for adults with mental health needs.
