Ashton Recruitment is currently recruiting an Assistant Facilities Manager - Technical Services on behalf of our client, a leading facilities management provider.

Assistant Facilities Manager (Technical Services)

Location: Belfast (Across three secure industrial sites)

Salary: Depending on experience
Employment Type: Permanent, Full-Time

This is an excellent opportunity for a technically qualified facilities professional with a mechanical or electrical engineering background to support the delivery of hard facilities management services across three industrial and manufacturing sites in Belfast.

This is a technical facilities position focused on engineering asset reliability, statutory compliance, maintenance delivery and the supervision of maintenance technicians and specialist contractors. It is not a soft-services facilities role.

The successful candidate will ideally have progressed from a hands-on engineering or maintenance position into supervision, team leadership or junior engineering management.

The Role

Reporting to the Facilities Lead, you will help ensure the safe, compliant and reliable operation of engineering and building services assets across multiple sites.

You will support operational uptime through planned and reactive maintenance, effective contractor management, statutory compliance and the day-to-day leadership of technical maintenance activities.

Key Responsibilities

Engineering and Asset Management

  • Support the delivery of planned and reactive maintenance programmes.
  • Drive improvements in asset reliability through root cause analysis and preventative maintenance planning.
  • Maintain accurate asset registers, maintenance records and service histories.
  • Contribute to lifecycle planning, asset replacement programmes and site shutdown planning.
  • Ensure statutory inspections, testing and certification are completed and accurately recorded.

Technical Services

  • Oversee hard services including electrical, mechanical, HVAC, water and pressure systems.
  • Manage permit-to-work procedures, isolations and safe systems of work.
  • Supervise specialist contractors completing technical and engineering works.
  • Review risk assessments, method statements and technical documentation before work begins.
  • Ensure maintenance activities are prioritised in line with operational and production requirements.

Team and Contractor Management

  • Provide day-to-day supervision to maintenance technicians and engineering contractors.
  • Plan and allocate maintenance tasks across the sites.
  • Coach and support engineers and apprentices.
  • Monitor contractor performance against agreed KPIs and service levels.
  • Review scopes of work, quotations and contract variations.
  • Support budget management across maintenance and engineering services.

Health, Safety and Compliance

  • Ensure compliance with relevant engineering and health and safety legislation.
  • Maintain standards relating to LOLER, PUWER, pressure systems, electrical safety and water hygiene.
  • Participate in audits, inspections and compliance reviews.
  • Promote safe working practices across all technical activities.

Essential Criteria

Applicants should have:

  • A recognised mechanical or electrical engineering trade background.
  • Previous hands-on experience as a maintenance technician or engineer.
  • Experience supervising maintenance teams, technicians or specialist contractors.
  • Experience within an industrial, manufacturing or production environment.
  • Strong knowledge of statutory compliance relating to engineering assets.
  • Experience using a computerised maintenance management system.
  • A practical understanding of building services and engineering infrastructure.
  • Strong organisational, analytical and problem-solving skills.
  • The ability to work methodically within a fast-paced operational environment.

Desirable Criteria

It would be advantageous to have:

  • An HNC, HND or degree in Mechanical or Electrical Engineering.
  • An IOSH or NEBOSH qualification.
  • Experience working within facilities management or estates.
  • Experience within a secure, regulated or safety-critical environment.
  • HV or LV authorised person experience.
  • Experience supporting engineering projects within a critical manufacturing environment.

The Ideal Candidate

This position would suit someone who has progressed from the tools into a supervisory or junior management role and is now looking to develop further within facilities and engineering management.

You will be technically credible, comfortable working in plant rooms and production areas, and confident leading engineers and contractors. You should be structured, detail-focused and consistent in your approach, with a strong commitment to safety, accuracy and engineering standards.
