Operational Training and Compliance Officer (Fleet & Waste)

Pay: £251.11 per day PAYE (excluding holiday pay) | £316.07 per day Umbrella\n

\nService Care Solutions are currently recruiting for an experienced Operational Training and Compliance Officer (Fleet & Waste) to support Rugby Borough Council in delivering a comprehensive operational training and competency programme across its Waste Services and wider operational workforce.\n
\n
\nThis is an exciting interim opportunity for a training and compliance professional with experience in fleet, waste, highways or local authority operations. You will play a key role in improving workforce competence, strengthening compliance and embedding a positive health and safety culture across frontline operational teams.\n
\n
The Role\n
\nWorking closely with operational managers, the Transport Manager and Health & Safety colleagues, you will develop and implement structured training programmes, competency assessments and compliance systems for drivers, loaders, street cleansing operatives and other frontline employees. The successful candidate will ensure staff are trained, assessed and competent to carry out their duties safely, efficiently and in line with legislative requirements and Council procedures.\n

Key Responsibilities\n

  • Develop and implement a structured operational training programme.
    • \n
  • Create and maintain a comprehensive training and competency matrix for all operational employees.
    • \n
  • Deliver inductions for new permanent, temporary and agency staff.
    • \n
  • Undertake practical driver assessments, vehicle familiarisation and license checks.
    • \n
  • Deliver driver refresher training and periodic reassessments.
    • \n
  • Train operational staff in risk assessments, manual handling, safe systems of work, vehicle safety, equipment use and operational procedures.
    • \n
  • Deliver inductions and competency assessments for loaders, street cleansing operatives and other frontline employees.
    • \n
  • Ensure agency workers complete site inductions, competency assessments and policy briefings before commencing operational duties.
    • \n
  • Deliver vehicle walk-round check training and improve defect reporting standards.
    • \n
  • Monitor tachograph infringements and provide coaching to reduce repeat offences.
    • \n
  • Deliver reversing, manoeuvering and post-incident assessments to reduce vehicle damage.
    • \n
  • Promote fuel-efficient driving techniques and safe working practices.
    • \n
  • Deliver toolbox talks, refresher training and targeted coaching following incidents or legislative changes.
    • \n
  • Maintain accurate training, competency and compliance records.
    • \n
  • Support managers with investigations and identify training needs arising from incidents, audits and performance concerns.
    • \n
Essential Requirements\n
\n
    \n
  • Experience delivering operational and driver training within a fleet, waste, highways or local authority environment.
    • \n
  • Proven experience designing and implementing training programmes and competency frameworks.
    • \n
  • Practical experience carrying out driver assessments and operational competency assessments.
    • \n
  • Strong knowledge of DVSA guidance, Operator License compliance and Health & Safety legislation.
    • \n
  • Experience developing and maintaining training matrices and competency records.
    • \n
  • Excellent coaching, communication and influencing skills.
    • \n
  • Full UK Driving License (LGV entitlement desirable).
    • \n

  • Driver Assessor or Driver Trainer qualification.
    • \n
  • Driver CPC Instructor qualification.
    • \n
  • IOSH or NEBOSH qualification.
    • \n
  • Transport Manager CPC.
    • \n
  • Experience working within Waste Services or Local Government.
    • \n
