People & Organisational Development (POD) Officer Maternity Cover (12-Month Fixed-Term Contract) Item Details Job Title People & Organisational Development (POD) Officer Department HR & Corporate Services Location Belfast Hours 36 hours per week generally 9am - 5.15pm Mon to Thurs and 9am - 2pm on a Friday. Hybrid policy states a min. of 2 days in the office. Contract Type Full-Time, Fixed-Term (12 Months Maternity Cover) Reports To People & Organisational Development Manager Closing Date 3 August 2026 Purpose of the Role Reporting to the People & Organisational Development Manager, the People & Organisational Development (POD) Officer will be responsible for coordinating and delivering learning and development initiatives across all business areas. The postholder will contribute to the delivery of the company's wider people agenda, promoting continuous improvement and organisational development throughout the organisation. Key Responsibilities Learning & Development Lead the delivery of annual Training Calendar, ensuring organisational learning needs are met and continuously improved through evaluation, feedback and performance metrics. Collaborate with business divisions to identify development needs and design appropriate learning solutions aligned to organisational priorities. Act as a subject matter expert in the design and delivery of training programmes, including digital learning solutions. Maintain awareness of emerging learning and development trends, technologies and future capability requirements. Support the wider HR team in the delivery of training sessions and workshops. Assist the POD Manager in coordinating and delivering structured induction programmes for newly appointed managers. Manage development programmes, including: Manager Programmes Supervisory Programmes Management Development Programmes Pathways Programmes Graduate Schemes Evaluate programme effectiveness against business KPIs and recommend improvements. Develop and present learning analytics, including: Attendance rates Uptake levels Quality measures Evaluation outcomes Develop and implement communication plans to promote learning and development opportunities across the organisation. Manage relationships and contracts with external learning providers, ensuring quality and value for money through regular reviews. Support the development and monitoring of annual learning and development budgets. Administer the Voluntary Training and Educational Development Fund, ensuring compliance, governance and budget control. Support compliance with mandatory and statutory training requirements through monitoring, reporting and stakeholder engagement. Core HR Talent & Performance Management Manage the Group Performance Management System (currently the Core HR Talent Module). Ensure the system is fully operational and ready for annual performance review cycles. Lead system optimisation, maintenance and troubleshooting activities. Support the rollout of future performance management developments across additional employee groups. Monitor and report on completion rates across divisions. Liaise with business areas to ensure compliance with performance management processes. Manage performance management timelines, communications and training materials. Conduct quality audits and reviews and make recommendations for continuous improvement. Deliver LEAD Framework training to Management, Professional and Technical (MPT) employees. Procurement Identify learning and development procurement requirements and prepare business cases and proposals. Support implementation of the Dynamic Purchasing System in partnership with Procurement colleagues. Ensure all purchasing and contractual decisions receive appropriate approval. Monitor learning and development expenditure against budget. Analyse spending trends and identify over or underspend risks. Work directly with Finance colleagues and utilise Agresso reporting data as required. Ensure due regard is given to organisational equality duties and associated responsibilities. Person Specification Essential Criteria Experience Minimum of 3 years' experience within a Learning & Development environment Minimum HNC qualification (or equivalent). CIPD Associate Membership Management of procurement processes and budget experience. Experience of providing analysis of feedback and evaluation data to present back to senior stakeholders. Awareness of Learning & Development Trends i.e. new platforms, AI tools and microlearning Knowledge of industry and sector trends Experience of managing internal stakeholders to achieve learning and development outcomes. Experience of management of external contractors in relation to delivery of learning & development solutions. Ability to work within a team environment Possess a good understanding of regulation and compliance requirements. Knowledge of mandatory training and professional standards Awareness of the monitoring and control of allocated resources, associated revenue costs and all capital costs against a project budget Experience of managing projects Able to satisfy such medical standards as may apply to the post.
