Pre-Construction Lead – Capital Works Delivery
BD Group is seeking an experienced and commercially focused Pre-Construction Lead to drive the development of capital works schemes from initial concept through to procurement and delivery readiness. This is an exciting opportunity for a construction professional with strong pre-construction, tendering and stakeholder management expertise to play a pivotal role in accelerating project delivery across our growing Capital Works programme.
Key Responsibilities
- Lead the pre-construction and tender preparation activity for capital works projects, ensuring schemes progress efficiently from concept to procurement stage.
- Review project briefs, technical surveys, specifications and client requirements to develop clear and commercially robust tender-ready packages.
- Prepare Invitations to Tender (ITTs), scopes of work, pricing schedules, programme requirements and evaluation criteria.
- Coordinate technical, commercial and operational input from Project Managers, Quantity Surveyors, consultants and internal stakeholders.
- Identify scope gaps, procurement risks, pricing issues and programme constraints before tender issue.
- Support the development and maintenance of the Capital Works procurement pipeline and forward tendering plan.
- Work closely with Procurement colleagues to ensure compliance with governance, procurement regulations and value-for-money principles.
- Manage tender clarification responses and maintain accurate records of procurement activity, evaluations and recommendations.
- Support tender evaluations, contractor selection processes and award recommendations.
- Review contractor submissions, identifying exclusions, qualifications, pricing anomalies and commercial risks.
- Develop and maintain standardised tender documentation, scope templates and procurement checklists.
- Maintain reporting and tracking systems covering tender development, procurement progress, risks and programme performance.
- Support contractor mobilisation and ensure effective handover from pre-construction into delivery teams.
- Build positive relationships with clients, contractors, consultants and internal stakeholders to ensure projects progress at pace.
- Contribute to continuous improvement initiatives that strengthen commercial control, procurement readiness and project governance.
Qualifications, Skills & Experience
- Relevant construction, surveying, built environment, procurement or project management qualification, or equivalent professional experience.
- Proven experience within pre-construction, capital works, refurbishment, planned maintenance or related construction environments.
- Strong experience preparing ITTs, tender packs, scopes of work, specifications and pricing schedules.
- Excellent understanding of construction procurement, contractor tendering and project delivery processes.
- Experience working alongside Quantity Surveyors, Project Managers, contractors, consultants and commercial teams.
- Ability to interpret drawings, surveys, specifications and technical documentation.
- Strong commercial awareness with experience assessing value-for-money and procurement risks.
- Experience managing multiple projects, workstreams and stakeholder requirements simultaneously.
- Excellent written communication skills with experience producing contractor-facing documentation.
- Strong IT skills including Microsoft Word, Excel, Outlook and project reporting tools.
- Experience within social housing, local authority or regulated procurement environments would be advantageous.
- Professional qualifications or membership of CIOB, RICS, APM, MCIPS or equivalent are desirable.

Working Arrangements
- Working pattern: Full-time
- Contract: 6-month Fixed Term Contract (with option to extend)
- Location: Hybrid working arrangement
- Minimum expectation of 2 days per week in BD Group offices
- Attendance required at client meetings, project sites and BD Group offices as business needs dictate
