JOB TITLE
Title: Commissioning Mechanical Leader

SITUATION IN ORGANIZATION
Manager N+1: Commissioning Site Head

JOB DIMENSIONS
To assist and support the Commissioning Site Head in coordinating contractor activities linked to the construction, pre-commissioning and commissioning of new satellite wellhead platforms integrated and linked to a riser platform during both preparation and execution phases, onshore in Eastern China and offshore in a producing offshore field.

The job holder is responsible for the following activities:
· Supervises all mechanical activities at contractor's yard during construction, pre-commissioning and commissioning phases.
· Ensures proper coordination between package receiving inspection, equipment supports fabrication/installation and pre-commissioning activities for mechanical items under subsystem basis until RFC (Ready for Commissioning) is signed.
· Ensures proper coordination with subcontractors and vendors involved during the execution stages.
· Ensures compliance with safety procedures and quality standards in close relation with HSE and QA/QC Superintendent/Leads.
· Strives to find appropriate and efficient technical solutions within company and international standards.
· Collects quantitative data from supervisors for producing progress reports.
· Reviews commissioning preparation by the contractor, such as but not limited to: ICAPS database population, procedures, RFC dossiers preparation, OTPs preparation.
· Supervises the company commissioning supervisors team during onshore/offshore phases.
· Manages activities from Ready for Commissioning (RFC) status to Achievement of Commissioning (AOC).
· Assesses satisfactory works, responsibilities and job function in a safe and timely manner.
· Proactively intervenes where HSE deficiencies are identified and reports them to HSE department.

ACTIVITIES

EPCIC PREPARATION PHASE
· Promote and comply with applicable safety instructions and company HSE procedures in all activities.
· Carry out work in compliance with company values and policies, relevant laws and regulations, agreed priorities and objectives, standards and procedures, and good industry practices.
· Ensure proper implementation of all pre-commissioning and commissioning discipline requirements according to the contract.
· Review and monitor vendor and contractor drawings, specifications, job instructions, package deliveries, etc.
· Ensure ICAPS database population.
· Monitor contractor's detailed daily and weekly progress and work plans in accordance with the overall planning schedule. Inform construction representatives and head of construction on specific areas where the program deviates from approved construction schedule and propose mitigations.
· Monitor contractor's labor resources in accordance with the approved mobilization plan and report any deviation from the plan.
· Review contractors construction schedules to ensure they include all required activities, realistic timelines, logical sequencing, and adequate resources.
· Ensure contractor personnel have sufficient training and experience to carry out safe operations.
· Identify and follow up any non-conformance linked to manufacturing and/or installation (NCRs) in close relation with QA/QC Superintendent.
· Responsible for installation of all types of mechanical equipment and pre-commissioning activities as per project specifications and ITPs.
· Coordinate with commissioning team during pre-commissioning phase in close relation with the pre-commissioning superintendent/coordinator and follow up closure of outstanding issues preventing RFC as per schedule.
· Participate in resolution of NCR/CON with support of project engineering team and QA/QC.
· Participate in weekly meetings and in issuance of weekly reports and KPIs.
· Assist reporting during all phases and particularly the close-out report and lessons learned with vendors.
· Review preparation of RFC dossiers for mechanical discipline and follow up closure of any mechanical punch lists and defects from RFC walkdown to avoid delays to commissioning schedule and subsystem RFC.
· Ensure that mechanical pre-commissioning and commissioning spare parts, consumables, equipment, special tools, etc. are sufficient and available in time.
· Ensure mechanical equipment preservation strategy and procedures are implemented.
· Attend FAT on an as-needed basis during preparation phase.

EPCIC COMMISSIONING EXECUTION PHASE
· Ensure proper implementation of all pre-commissioning and commissioning discipline requirements according to the contract.
· Review the preparation of pre-commissioning and commissioning procedures (and write procedures if necessary to respect planning and achieve milestones in due time) and reporting tools prepared by contractors (including technical database, planning, punch lists control and follow-up for the disciplines concerned).
· Promote safety within the commissioning activities and verify that safety procedures are implemented and followed by contractor and company.
· Maximize onshore commissioning and minimize lost time due to interfaces.
· Coordinate with other project entities, disciplines and existing facilities.
· Ensure that the lists of pre-commissioning and commissioning procedures are fully comprehensive, including Operational Test Procedures.
· Ensure that preservation procedures prior to transfer to operations and prior to first oil are fully comprehensive and well applied.
· Follow the contractor's mechanical commissioning activities using OPERCOM methodology and ICAPS (Integrated Commissioning And Progress System) software.
· Follow the execution of mechanical commissioning activities to achieve commissioning schedule completion targets.
· Supervise reporting of commissioning execution to ensure that all technical and contractual information is properly recorded, collected and available for inspection/reference as required by law, regulations and company policies.
· Control and follow up on red-line mark-up drawings. Assist piping team during leak tests and flushing.
· Control and follow up on vendor commissioning scope of work activities such as SAT, OTPs, document updates, closure of punch lists and reporting.
· During commissioning execution, monitor contractor OTP execution on site to ensure procedures are being followed and provide guidance.
· Follow mechanical equipment preservation.
· Lead commissioning spare parts and special tools handover to operations team.

CONTEXT AND ENVIRONMENT
· The scope involves development of new satellite offshore platforms and integration into existing facilities.
· The work will be executed in multiple campaigns, as follows:
o Onshore commissioning, resident position in Qingdao, China
o Offshore commissioning, rotational position in an offshore field, Qatar
· This work requires complex interfaces with other entities.

QUALIFICATIONS AND EXPERIENCE REQUIRED
· Bachelor of Science (BSc) degree or equivalent in engineering.
· At least 10 years experience in the offshore oil and gas industry with a minimum of 5 years experience in a lead commissioning role.
· Construction yard experience required on installation of wellhead platform equipment packages such as air compressors/dryers, chemical injection, centrifugal pumps, solids treatment, flare tip packages, pedestal cranes, etc., with practical knowledge of applicable codes and standards such as API, ISO, ASTM, NACE and SSPC.
· Strong knowledge of oil and gas industry standards and international codes/standards related to design.
· Good leadership and communication skills.
· Ability to work on projects in a complex and multicultural environment.
· Experience with company standards, OPERCOM and ICAPS, electronic DCC databases and relevant codes and standards.
· Fluent in English.
· Computer literate.
· Ability to work on projects in a complex and multicultural environment.
· H2S OPITO and T-BOSIET trainings.

WORKING LOCATION
· Onshore: Qingdao, China (resident)
· Offshore: Qatar (rotational)
