NAVY COMMAND PRINCIPAL SECURITY ADVISER

Defence Requirement:

The Principal Security Advisor (PSyA) supports the TLB Holder and Senior Security Risk Coordinator (SSRC) by ensuring TLB and Defence security requirements are being met by:

1. • Leading the strategic direction and delivery of security advice and assurance at top level budget (TLB) level.
   • Strategic oversight of security and resilience management activity across the TLB ensuring compliance with policy as implemented within the context of risk-based security management.
   • Monitoring the effectiveness of security services being delivered by Departmental and external agencies.

The Role:

The Navy PSyA through COS Navy (as Navy SSRC) assures 2SL and the Navy Board of the effectiveness of security standards and security risk management across Navy Command by:

1. • Assuring effective implementation of security standards across Navy Command in accordance with MOD policy.
   • Overseeing the identification management and reporting of security risks through the Navy Command Security Risk Management framework.
   • Advising Navy Command leadership on security and resilience matters to support operational effectiveness and warfighting readiness.

The Navy PSyA is functionally accountable to Director Defence Security and Resilience (the Departments Chief Security Officer) through MSHQ and to the Head of the Defence Security

Responsibilities:

The Navy PSYA is responsible for delivering the following:

1. • Providing assurance that MOD security policy is effectively implemented across RN units Naval Bases Air Stations and establishments and functional oversight that security risks are identified assessed managed and reported through the Navy Command Security Risk Management framework.
   • Advising and driving improvement on security and resilience matters including security culture governance operational security force protection business resilience business continuity and the interpretation of Defence security policy.
   • Maintaining an effective Navy Command security assurance programme enabling an accurate Annual Assurance Report assessment and continuous improvement in security performance across the Command.
   • Representing Navy Command security interests with Defence and external stakeholders including MSHQ SJC Ops DSR other PSyAs policing and guarding authorities and relevant delivery organisations.
   • Providing threat warning advice and reporting functions including dissemination of security intelligence and threat assessments advice on guarding posture and counter-measures and oversight of incident reporting investigation and closure.
   • Overseeing personnel security (including vetting and security clearances) threat management incident reporting and other security functions necessary to protect Navy Command people information assets and operations.
   • Supporting security assurance for information systems new-build and in-service naval capabilities commercial shipyard activity and security training policy where these bear on Navy Command outputs.
   • Leading and managing the Navy PSyA function including its people budget and stakeholder engagement to deliver coherent security advice assurance and support to Navy Command.
   • Leading the change management activity arising from Defence Reform MSHQ SJC and Navy operating model
   • Developing security capability and SQEP across Navy Command and supporting Transition to War planning and preparedness.

Authority:

NC PSYA is authorised to act on behalf of the Chief Security Officer and SSRC in their areas of responsibility and issue directives and tasking instructions to achieve their purpose. They are also authorised to engage with relevant authorities across MSHQ Defence Areas and Partners Across Government.

Skills and Experience:

The post holder must:

1. • Have Security Management experience
   • Have significant Risk Management experience
   • Have experience of leading mixed civilian and military teams including recent experience of civil service personnel management recruiting and MyHR.
   • Have experience of driving cultural change (for example air/nuclear safety D&I change advocacy)

The post holder should:

1. • Have completed ACSC or equivalent
   • Have held (or have no reason to not apply for) DV Security Clearance
   • Have good IT skills.

The post holder will be required to quickly undertake role-specific training.
