Job Title: Housing Officer

Job Purpose

To deliver a high-quality tenancy and estate management service across the Ashfield District, ensuring tenants comply with the terms of their tenancy agreements while supporting them to sustain successful tenancies.

The Housing Officer will manage a designated patch of social housing properties, providing advice, guidance, and support to tenants, addressing tenancy breaches and anti-social behaviour, and working collaboratively with internal teams and external agencies to improve communities and neighbourhoods.


Key Responsibilities

Tenancy Management

  • Manage a designated portfolio of social housing tenancies.
  • Ensure tenants understand and comply with the terms of their tenancy agreements.
  • Provide advice, guidance, and support to help tenants sustain their tenancies.
  • Investigate and process tenancy-related requests including:
    • Successions
    • Assignments
    • Joint tenancies
    • Transfers of tenancy
  • Make decisions in accordance with relevant legislation, policies, and procedures.

Estate Management

  • Maintain a visible presence on Council estates.
  • Conduct regular estate inspections and identify issues requiring action.
  • Work with residents and partners to improve neighbourhoods and community wellbeing.
  • Respond to estate-related concerns and ensure timely resolution.

Anti-Social Behaviour and Enforcement

  • Investigate reports of anti-social behaviour (ASB) and tenancy breaches.
  • Gather evidence and detailed witness statements.
  • Undertake mediation, conciliation, and monitoring activities.
  • Prepare legal documentation and case files.
  • Liaise with Legal Services and external agencies.
  • Attend court hearings and present evidence when required.
  • Take appropriate enforcement action in line with policy and legislation.

Tenant Support and Safeguarding

  • Identify vulnerable tenants requiring additional support.
  • Make referrals to appropriate internal and external support services.
  • Work collaboratively with health, social care, and partner agencies.
  • Support tenants in maintaining sustainable and successful tenancies.

Partnership Working

  • Develop and maintain effective working relationships with colleagues, stakeholders, and partner organisations.
  • Represent the Council at meetings and multi-agency forums as required.
  • Attend tenant and resident meetings and engage positively with local communities.

Administration and Record Keeping

  • Maintain accurate and detailed case records.
  • Produce reports, briefing notes, correspondence, and non-standard letters.
  • Monitor and manage workload effectively in line with performance targets.
  • Ensure records comply with data protection and information governance requirements.

Compliance and Service Improvement

  • Ensure services are delivered in compliance with housing legislation, regulatory standards, Council policies, and best practice.
  • Contribute to service improvements and organisational objectives.
  • Undertake training and professional development as required.


Experience

Essential

  • Experience of managing housing, tenancy, estate management, or community-based cases.
  • Experience dealing with customers in a challenging and sensitive environment.
  • Experience investigating complaints, tenancy issues, or anti-social behaviour.
  • Experience maintaining detailed case records and preparing reports.
  • Experience working with multiple stakeholders and partner agencies.

Desirable

  • Experience working within a social housing or local authority environment.
  • Experience attending court proceedings or supporting legal action.
  • Experience supporting vulnerable individuals or working within safeguarding frameworks.
  • Experience of mediation and conflict resolution.


Qualifications

Essential

  • GCSEs (or equivalent) including English and Mathematics.
  • Commitment to ongoing professional development and training.

Desirable

  • Level 3 qualification in Housing, Business Administration, Public Services, or a related field.
  • CIH Level 3 or Level 4 Certificate/Diploma in Housing Practice.
  • Training in Anti-Social Behaviour Management.
  • Safeguarding Training.
  • Mediation or Conflict Resolution Training.
  • Full UK Driving Licence and access to a vehicle for business use.


Knowledge, Skills and Abilities

Essential

  • Knowledge of tenancy and estate management principles.
  • Understanding of anti-social behaviour legislation and enforcement processes.
  • Strong communication and interpersonal skills.
  • Ability to investigate cases and make sound judgements.
  • Excellent report writing and record-keeping skills.
  • Ability to manage a varied caseload and meet deadlines.
  • Strong customer service and problem-solving abilities.
  • Ability to build effective relationships with tenants and partner agencies.
  • Good IT skills, including Microsoft Office and housing management systems.

Desirable

  • Knowledge of social housing legislation and regulatory requirements.
  • Understanding of safeguarding practices and support services.
  • Knowledge of court procedures relating to housing matters.
  • Understanding of community engagement and neighbourhood management.

Additional Information

  • Pay Rate: £27.05 per hour (Limited/Umbrella)
  • Hours: 37 hours per week
  • Location: Ashfield District Council, Urban Road, Kirkby, Nottingham, Nottinghamshire, NG17 8DA
  • Manage a local patch of properties across the Ashfield District.
  • Frequent travel throughout the district may be required.
  • Attendance at resident meetings, community events, and court hearings may be necessary.
  • Subject to Ashfield District Council's Code of Conduct, Corporate Values, and Employee Competency Framework.
  • Required to comply with all relevant policies, procedures, regulatory standards, and housing legislation.
  • Commitment to ongoing training, professional development, and continuous service improvement.
  • May be required to undertake duties reasonably commensurate with the level and responsibilities of the role.
  • Payment: Bi-weekly payment schedule
  • Start Date: Immediate start available
