This role is an exciting opportunity for a highly committed and experienced individual to join the Asset Management and Programme Works Team within the Neighbourhoods and Housing Service at Sheffield City Council.

We are recruiting for a customer-focused and experienced Technical Standards and Programme Works Team Leader to supervise and develop officers within the Asset Management and Programme Works Team, and to lead and co-ordinate key elements of the HRA-funded housing capital investment programme. You will provide day-to-day operational leadership across a range of activities, including contract and project administration, programme governance, performance monitoring, budget oversight and continuous improvement. You will bring a strong understanding of housing investment priorities and the challenges facing the housing sector, alongside a clear commitment to compliance, value for money and excellent customer outcomes.

As the Technical Standards and Programme Works Team Leader you will supervise and support a team to provide innovative, high-quality and customer-focused investment solutions, helping to translate priorities into investment programmes and projects. Working closely with the Operations and Development Manager, other team leaders and key partners (internal and external), you will help ensure effective consultation, robust contract and procurement practice, strong performance management and delivery of best-value services for tenants and stakeholders. You will also contribute to the preparation of reports and recommendations for senior managers and Elected Members as required.

The Asset Management and Programme Works Team shape and deliver the HRA capital investment programme. The team manages this through stock condition and other surveys and data sources, statutory compliance requirements, acquisition of new council housing stock, financial management and the contract and project administration needed to deliver investment programmes and projects effectively. This includes supporting procurement and mobilisation, monitoring performance and budgets, managing change control/variations, and providing clear customer support and communication throughout delivery.

Key Aspects of the role:

  • Support the planning, programming and management of the HRA capital investment programme, including maintaining programme information, monitoring spend and forecasts, and producing clear performance and finance reporting to support governance and decision making.
  • Lead and co-ordinate contract administration across the housing investment programme, including supporting procurement/tender processes, contract mobilisation, KPI monitoring, change control (variations/claims) and compliance with contract conditions and Council Standing Orders; provide oversight and quality assurance of the team’s work.
  • Lead on, and/or support, the delivery of specific capital projects (including elemental works and demolition), ensuring effective project governance (programme planning, risk/issue management, reporting, record keeping and approvals) and escalating risks or decisions to the Operations and Development Manager where required.
  • Support robust commercial management, including maintaining complete and auditable programme/project records, checking and authorising (within delegated limits) applications for payment and completion documentation, and working with QS/finance colleagues to ensure accurate cost control, budget monitoring and timely financial reporting.
  • Maintain awareness of relevant legislation, regulation and sector guidance relating to asset management, technical standards and specifications, and help to implement updates to local processes, templates and team procedures to ensure practice remains compliant and up to date.
  • Ensure effective consultation and communication with customers, Elected Members, staff and stakeholders before and during programme delivery, leading the team’s approach to customer updates and correspondence and resolving/escalating complaints and service issues constructively to drive improvement.
  • Work with colleagues to ensure programmes are procured and managed in line with the Council’s procurement strategy, standing orders and contract conditions, supporting best value and robust performance management; identify and address non-compliance or underperformance promptly.
  • Support the effective identification and management of asset risks and hazards in the housing stock, ensuring cases are triaged, progressed and recorded appropriately by the team, and escalating complex/high-risk cases (including potential legal action) to the relevant senior officer in line with policy.
  • Support the development, maintenance and consistent application of building-related standards, policies and product design specifications for capital projects, including supporting value engineering, lessons learned and governance of standards as required.
  • Support legal and safety compliance for building design and investment standards, including day-to-day oversight of asbestos-related processes (in line with the Asbestos Policy), ensuring information is accurate and accessible, and escalating non-compliance or high-risk issues in line with the asbestos management plan and corporate procedures.

Our current office location is based at Solpro, Windsor Street, Sheffield, however there will be a requirement to work from other various locations as per service demands.
