Job summary

Data is the keystone of modern energy regulation, and Ofgem is looking for a Metadata Management Specialist to build out our energy data and take our capabilities to the next level.

Ofgem is Great Britain’s independent energy regulator. We’re at the forefront of change across the energy sector, driving toward Net Zero whilst protecting energy consumers, especially vulnerable people.

We’re offering a permanent opportunity to play a central role in strengthening how data supports our work across energy markets, ensuring data is accessible, trusted and easy to navigate. Through your efforts, you will enable better insight, stronger assurance and more confident use of information across our organisation.

Influencing how data standards are applied in practice, you’ll help embed consistent approaches that improve discoverability, integration and governance. Your contribution will support clarity in complex data environments and help maintain the integrity of energy market information as expectations around transparency and compliance continue to grow.

Working closely with colleagues across teams, you will be part of a highly collaborative environment where shared understanding and alignment matter. You will help connect operational needs with governance frameworks, contributing to ways of working that support data quality, consistency and long-term value.

We’re looking for someone with experience in metadata, information management or data governance, who enjoys bringing structure to complexity and working across organisational boundaries. You will bring strong organisational skills, attention to detail and the ability to communicate clearly with a wide range of colleagues.

In return, you will join a collaborative organisation where data plays an increasingly important role in shaping outcomes. You will have the opportunity to grow your expertise, influence developing practices and contribute to work that supports effective regulation and better outcomes for consumers.

We have a critical purpose to ensure data is trusted, accessible and fit for purpose in a rapidly changing energy system. Join us and help strengthen how data is used and governed across the organisation.

Read on and find out more.

Key Responsibilities

  • Maintain and update existing metadata records, including ensuring accurate links to associated templates.
  • Catalogue ad hoc data collections, including those not yet formally modelled.
  • Create and assign unique identifiers (IDs) and tags to templates for classification and traceability.
  • Design and implement a sustainable process for ongoing metadata maintenance.
  • Develop and maintain an update and approval process for managing the master contact list.
  • Collaborate with business units to align operational data needs with governance and metadata frameworks.
  • Design, implement, and maintain metadata standards and repositories to support data discoverability and interoperability.
  • Support the development of data governance policies, including stewardship and ownership.
  • Manage data domains, workflows, and governance artefacts, ensuring consistency across systems.
  • Facilitate data quality initiatives, including issue resolution and root cause analysis.
  • Deliver training and guidance on metadata and governance principles to business users.

Key Outputs and Deliverables

  • A suite of fully maintained and accurate metadata repositories with appropriate linkages to operational and archival data stores.
  • A comprehensive catalogue of recurring and ad hoc data collections, including those not formally modelled.
  • A consistent and traceable ID and tagging system for data collection artifacts and metadata items.
  • A documented and operational process for metadata maintenance and governance.
  • Metadata fields and structures aligned with optimised processes and technology platforms and applications.
  • A cross-referenced metadata catalogue with applied IDs/tags for improved discoverability.
  • Documented data governance policies and stewardship models supported by appropriate metadata structures.
  • Training materials and records of guidance delivered to business users.
  • Proven experience in metadata management, data cataloguing, information architecture and information management (Lead Criteria).
  • Demonstrated familiarity with data governance principles and metadata standards (e.g., DAMA-DMBOK).
  • Experience in designing and implementing metadata processes and workflows.
  • Excellent attention to detail and organisational skills.
  • Strong communication and collaboration skills, especially when working across teams.
