To strengthen LiuGong’s competitive position in global markets for battery‑electric, electric‑powered and low‑carbon powered non‑road mobile machinery, we seek a Product Compliance engineer – junior, middle and senior professional applications are welcome.

You will be a team player and serve as the Voice of the Business when attending Trade Associations and National Standards Bodies, to support a diverse product portfolio for European and Global products. The candidate will have a solid understanding of European Product Safety principles and demonstrate excellent European professional engineering judgement. Ideally, you will have experience with a non‑road mobile machine, and/or agricultural tractor OEM that places products on the European market.

Core missions

Driving Product Compliance: Leverage your professional and developing expertise to evaluate machine regulatory and standards compliance. Collaborate closely with the UK Design Team and the international LiuGong associates to ensure that products meet or exceed the minimum regulatory requirements. You will constantly learn on the job and must be able to develop your skills to qualify machine compliance and to provide clear direction on key issues such as:

  • Machine based compliance inclusive of a) ergonomics of access systems, b) user interface/HMI, c) outdoor noise, d) electromagnetic compatibility, e) functional safety of safety‑related parts of control systems and f) other non‑road mobile machine, vehicle and component performance requirements.
  • Chemical management aspects inclusive of REACH, RoHS and PFAS.
  • Social and environment legislation inclusive of a) engine exhaust gas emissions, b) WEEE, c) batteries, d) fluorinated gases, e) deforestation, f) forced labour, g) child labour, h) conflict minerals and i) modern‑day slavery.
  • other safety and regulatory subjects working alongside the existing company’s compliance experts and practitioners.

Your guidance will mitigate noncompliance risks across LiuGong’s global product portfolio.

Design and Development Process: At the earliest stages of product definition, you will play a key role in ensuring that the company have a detailed understanding of regulatory and standards objectives. Compliance is mandated by LiuGong and you will assist engineers and managers across the enterprise in their robust documented proof, and ensure that, where required by legislation, third parties and their outputs align with the LiuGong regulatory requirements.

Physical and Virtual Machine Assessments: As a key person in the development process, you will perform machine safety audits and train and coach others in that same process.

Communications: You will draft clear written documents in English and give clear verbal communications in English and present training to an international audience working alongside professional translators.

Key Responsibilities

External Organisations: When required, support national and/or regional trade association meetings, and/or national standards bodies committees as a representative of LiuGong, and proactively transfer nonconfidential knowledge from LiuGong to those organization’s and vice versa within the confines of our code‑of‑conduct.

Provide Regulatory and Standards Support: Proactively direct LiuGong’s diverse product portfolio to remain state‑of‑the‑art compliant in a timely and practical manner in advance of new laws; and to remain compliant in a timely and practical manner in advance of new and revised standards.

In your areas of expertise, to facilitate clear and effective cross‑cultural understanding between the international communities in LiuGong.

EU Notified Bodies, UK Approved Bodies and Technical Service Providers: Review the inputs and outputs from external bodies to ensure that LiuGong has robust proof of compliance and is using such bodies effectively.

Technical Documentation audits: To coach internal staff on robust proof of compliance using company processes; further you will audit technical documentation, principally focusing on EU product compliance.

Post‑Market Support: Provide compliance support for field issues, product updates, and ensure ongoing conformity of production (CoP) requirements are met. Investigate non‑compliance incidents and implement corrective actions.

Compliance registration monitoring: Manage, guide or conduct the registration of part and machine in Europe countries following the EU regulation requirements, including, but not limited to: battery registration, F‑gas registration, WEEE registration, etc.

Talent Development: To attend training opportunities. Further, to train, coach and develop existing and new product compliance staff in detail, and to help develop other employees with a basic understanding of both product safety and product compliance.

Qualifications and Requirements

For a junior Product Compliance member, we require experience in a product compliance position for a minimum of 3 years’ experience in a global non‑road mobile machinery OEM, or 5 years’ experience with a machine importer and/or distributor.

For a Product Compliance Engineer, we require a minimum of 10 years’ experience in a global OEM, importer or distributor’s product compliance team.

For a Senior Product Compliance Engineer, we require a minimum of 25 years’ experience in a global OEM, importer or distributor’s product compliance team.

Applicants with borderline experience from other disciplines such as electronics, automotive, rail, electrical power generation and other fields are welcome to apply.

The applicants should familiarise themselves with the applicable EU laws prior to progressing their applications, and the processes used to develop CEN, IEC and ISO standards.

The applicants may travel internationally up to a maximum of 120 days per year, inclusive of up to 90 days per year (intermittent) in China (if required by LiuGong).

Ideally, the applicants will have at least one area where they are a technical Subject Matter Expert, such as electronics, agricultural engineering, hydraulic systems, systems engineering, ergonomics, radio devices, etc.

Ideally, the applicant is both a European Engineer and a Professional UK Engineer or can demonstrate that they are working towards this or have a national equivalent.

Education Requirements: An engineering degree (or equivalent work experience) and a driving license.

Other: In the UK, members of the UK Armed Forces and veterans are very welcome to apply and, where practical to both parties, concessions will be made.
