An exciting opportunity has arisen for a Commissioning Support Officer to join our Strategic Commissioning Team at Hampshire County Council.

The Strategic Commissioning Team plays a key role in ensuring that the care and support needs of Hampshire residents are met. The team is responsible for shaping the local care market, supporting contract management, and working in close partnership with the Hampshire and Isle of Wight Integrated Care Board (ICB), providers, and other stakeholders. Together, we deliver services across key areas such as the Better Care Fund (BCF), Hampshire’s joint equipment service with Health and Complex Care pathways, ensuring high-quality, joined-up care and improved outcomes for our residents.

The Role:

In recent years, the importance of strong, integrated partnership working across health, social care and housing has become increasingly critical. Delivering effective, joined up services through the BCF, the joint equipment service and Complex Care pathways depends on close collaboration across the systems. Through these partnerships, we aim to ensure that care is coordinated, responsive, and centred on the needs of some of our most vulnerable residents.

As financial pressures continue and models of care evolve, there is a growing need to strengthen system-wide working with health partners and the wider provider market. This role will support the development of integrated, pathway-led approaches that promote prevention, reduce hospital admissions, support timely discharge, and improve long-term outcomes. A strong focus on quality, safety, and person-centred care will underpin all aspects of this work.

We are seeking an individual with a strong blend of strategic thinking, commercial awareness, and relationship-building skills. The successful candidate will play a key role in building and sustaining effective partnerships across the health, housing and care system, aligning priorities, and supporting the delivery of integrated services across BCF, the joint equipment service and Complex Care pathways to achieve shared outcomes.

You will be based in our offices in Winchester 1 day a week on a specified day, working in a hybrid way the rest of the time; including potential travel across the County to visit providers if required.

What you’ll do:

  • Develop and maintain effective working relationships across districts, boroughs, health and social care partners and the wider provider market.
  • Support the delivery of integrated services across BCF, HES and Complex Care pathways, helping to ensure joined-up, person-centred care.
  • Monitor provider performance and support contract compliance processes, escalating risks and issues where appropriate.
  • Work closely with operational colleagues and health partners to respond to local service pressures and resolve pathway or delivery issues.
  • Collect, manage and analyse service data to support performance monitoring, reporting, and inform commissioning decisions.
  • Contribute to service improvement activity, gathering evidence and supporting changes that improve outcomes across health and care.

What we’re looking for:

  • Experience of working in partnership with other organisations, ideally across health and social care.
  • Strong team player with excellent collaborative skills and the ability to build effective working relationships.
  • Excellent communication skills, with confidence engaging a wide range of stakeholders, including health partners and providers.
  • Strong IT skills, including proficiency in Microsoft Excel, with the ability to accurately record, manage and analyse data.
  • Good analytical skills, able to interpret information and use data to support decision-making.
  • Proactive approach, with the drive to identify opportunities for continuous service improvement.
  • Positive, flexible “can do” attitude and the ability to respond to changing priorities.
