An exciting opportunity has arisen for a Senior Project Officer to join our Capital Programme Management Team at Hampshire County Council.

The Capital Programme team plays a vital role in supporting the effective planning, management, and delivery of infrastructure investment across the Universal Services directorate. We support this through financial monitoring, analysis and reporting, and governance processes that help ensure projects are delivered on time and within budget. The team works closely with managers, project leads, and finance colleagues to provide clear reporting, maintain oversight of funding and expenditure, and support decision-making across the capital programme.

The Role:

We’re privileged to work on a diverse range of infrastructure projects across the directorate, supporting investment that benefits communities across Hampshire. The Capital Programme Management Team plays a key role in ensuring these projects are well-managed financially and governed effectively.

As part of the team, you’ll provide support through reporting, financial monitoring, and analysis, helping colleagues make informed decisions and keep projects on track. We aim to deliver a well-managed and transparent programme, supported by clear information and robust processes.

What you’ll do:

  • Support the monitoring, reporting, and governance of the Capital Programme across multiple infrastructure streams, using data to help inform decision-making.
  • Work with Programme Managers, planning and delivery teams to progress infrastructure projects, including multi-scheme projects and those with multiple funding sources, helping ensure programmes are delivered on time and finances are well managed.
  • Develop and maintain reporting tools and dashboards using a variety of platforms (e.g. Excel, Power BI, databases) to improve visibility of programme performance.
  • Identify opportunities to improve reporting processes and efficiency, and support the use of digital tools and platforms.
  • Build strong relationships with internal stakeholders and external funding providers to support funding management and reporting requirements.
  • Assist in facilitating project boards and meetings, ensuring accurate data and financial information is presented, and governance processes are followed.
  • Collaborate closely with Finance colleagues to support budgeting, forecasting, and financial controls.

What we’re looking for:

Programme, finance and governance

  • Proven ability to manage and monitor discrete projects, particularly in relation to financial performance, forecasting, and resource planning.
  • Financial literacy, including understanding of budgets, financial reporting, and key performance metrics.
  • Strong analytical skills, including the ability to interpret information and draw out clear insights.
  • Strong attention to detail, with the confidence to question data accuracy, processes, and governance compliance.
  • Ability to work effectively in a political environment, with an understanding of local government decision-making.


Data tools and stakeholder management

  • Proactive attitude with a natural curiosity to learn new skills and technical knowledge.
  • Experience using a range of tools and platforms (e.g. advanced Excel, Power BI, databases, or similar) to support analysis and reporting.
  • Ability to communicate complex financial and data insights clearly to both technical and non-technical audiences.
  • Excellent interpersonal and stakeholder management skills, with a natural ability to build collaborative relationships.
  • Ability to challenge existing practices and identify opportunities for improvement.
