Commercial Manager

We are looking for a Commercial Manager for a public sector client based in Salisbury on an initial 12-month contract paying up to £656 / day Umbrella inside IR35.

This role offers hybrid working with an expectation to be on site 23 days per week.

You will need to hold current SC clearance (or be eligible to obtain it) and hold sole UK status.

The successful Commercial Manager will possess proven experience in the following areas :

Providing procurement and contract management support in an NEC4 environment for estates, design and construction projects (RIBA Stages 07).

Working with Project Managers to shape requirements (Scope) and identify the most suitable procurement routes, often using Public Sector Frameworks.

Drafting Commercial Strategies for business case submissions.

Supporting NEC Project Managers with contract management, including Compensation Events, administration, and compliance with Government Commercial Function standards.

Managing pre-sourcing, sourcing, and supplier relationships.

Essential Skills & Experience :

Knowledge of Public Contract Regulations (PCR) and Defence & Security PCR (DSPCR).

Working knowledge of the Procurement Act 2023.

Commercial team experience on significant design and construction programmes.

Extensive NEC4 contracting experience, including ECC and PSC (NEC4 accreditation beneficial).

Strong stakeholder and supplier communication skills.

Ability to prioritise, plan and deliver projects to time, cost and quality standards.

Proven experience placing contracts in line with Public Procurement Directives / Procurement Law.
