Head of Procurement | £73,369 - £93,054
We are seeking an experienced and dynamic Head of Procurement to lead and manage our procurement team. In this pivotal role, you will be responsible for rethinking our procurement processes and strategies to ensure cost-effective and high-quality service delivery. You will develop and implement procurement policies, manage supplier relationships, and ensure compliance with all relevant regulations, including the Procurement Regulations 2024. Your leadership will be instrumental in fostering innovation, enhancing operational efficiency, and contributing to our broader commercial activities.
As Head of Procurement, you will oversee the development and implementation of strategies, policies, and best practices tailored to the Council's needs. Key responsibilities include negotiating contracts to achieve cost savings and improve service quality, managing supplier relationships, and monitoring performance. You will lead a team of up to ten staff, including two direct reports, providing guidance and support to ensure efficient and compliant procurement processes. Collaboration with stakeholders will be essential to meet their procurement needs and drive value across the organisation.
Additionally, you will ensure strict compliance with procurement laws and regulations, maximise both commercial and social value benefits, and drive innovation within our procurement activities.
What We’re Looking For
To excel in this role, you will need to possess an in-depth knowledge of EU and Public Contract Regulations, along with an understanding of social value, localism, and sustainability in procurement. A degree or equivalent qualification is required, in addition to a CIPS Level 6 Diploma or significant relevant experience.
You should have substantial leadership or management experience within local government, demonstrating strong negotiation skills and experience with complex contracts. Proficiency with procurement management software, ideally Fusion, is essential. Additionally, you must exhibit excellent communication, analytical, and problem-solving skills.
