The Opportunity :
Castle Point Borough Council have a rare opportunity for a Building Control Manager to join them on a permanent basis due to the current manager retiring, after a long and fulfilling career at the Council. This opportunity will allow the new person to take the lead in shaping the department during an exciting period of change and transformation. The Building Control Manager will lead a team of three officers to ensure the effective, competitive, and efficient operation of the Building Control team to maintain the high-quality service that is currently offered. This includes validating applications, checking fees, undertaking site inspections and enforcing Building Regulations. This role will require the successful applicant to be based in the office and travel around the borough on a regular basis.
Main Accountabilities :
- Managing the Building Control Service, including the provision of advice and guidance in accordance with the Council’s policies and procedures
- Defining what best practice and optimum looks like and inputting that into service plans, budgets and monitoring, including within agreed limits cost centre management responsibilities; to recruit staff and ensure that staff development plans are agreed, and appraisals against those plans are undertaken; to identify own and staff development and training needs; to input into corporate projects as required; and if required deputise for the Assistant Director of Development Service
- Vetting, Approving and Rejecting applications for compliance with the Building Regulations and associated legislation
- Carrying out site inspections on all aspects of construction, checking for compliance with the Building Regulations and associated legislation
- Inspection and enforcement of Dangerous Structures and possible unauthorised work
- Accept and inspect notice to local authority of intended demolition under section 80 Building Act
- To assist in the management, training, motivation and development of officers at lower levels, trainees and assistants and their checking of their work
- To be committed to continuing professional development, keeping informed and up to date on best practice, relevant legislation and current planning issues and to implement service, technological and culture changes and improvements necessary to maintain and enhance the development management function at the leading edge of best practice
- To be responsible for street naming and postal numbering throughout the borough
- To represent the Council at internal and external meetings on behalf of the Assistant Director
- Ensuring compliance with all relevant legislation and operating requirements, including implementation of any necessary improvements following changes to legislation or 3 operating procedures . Operational Standards Rules (OSRs), LABC QMS
