Job Title : Cost Intelligence Manager

We are seeking a Cost Intelligence Manager to join our Business Services Directorate. The role involves providing advice and support on commercial issues to enhance National Highways' capabilities as an informed and intelligent commercial client.

The manager will support in evaluating and reporting on the cost base, cost drivers, and efficiency across capital and revenue programs. They will interpret cost data, create information and intelligence, and recommend how cost intelligence can improve performance and investment decisions.

This role offers a hybrid working arrangement, with a minimum of 40% of the working week in the office.

Key Responsibilities :

  • Manage and develop the Cost Intelligence Analysts and Senior Intelligence Analysts, ensuring compliance with health and safety policies.
  • Lead commercial work streams to enhance National Highways' reputation and act as a commercially intelligent client across capital programs.
  • Support the design and implementation of processes and systems for cost capture and reporting, ensuring quality and scrutiny.
  • Interpret complex commercial data, identify trends, and draw conclusions.
  • Support the development of end-to-end processes for cost intelligence and identify opportunities for value improvement.

About You :

  • Studying for or holding a relevant professional qualification or degree.
  • Understanding of commercial, financial management, and economic analysis.
  • Experience in process and system development with advanced data analysis skills.
  • Stakeholder management and influencing skills.
  • Experience in delivering commercial outcomes at various organizational levels.
