Job description

Salary Grade 2 :  £30,000 - £42,000 per annum, successful candidates can be expected to be appointed at the minimum of the band

Contracted Hours :   Full time 36 hours per week

Contract Type :   Permanent

Location :  Homebased or Hybrid working (London-based office)

About the Human Tissue Authority…

The Human Tissue Authority’s (HTA’s) primary goal is to protect public and professional confidence in the safe and ethical use of human tissue.

We are the national independent regulator for organisations that remove, store and use tissue for research, medical treatment, post-mortem examination, teaching and public display. We also approve organ and bone marrow donations from living people. With the interests of the public and those we regulate at the centre of our work, we aim to maintain confidence by ensuring that human tissue is used safely and ethically, with proper consent.

An opportunity has become available within HTA’s Data, Technology & Development team for an experienced IT professional to join the team. The role will be responsible for the delivery of IT services across the HTA. Working as a majority remote organisation our IT infrastructure and technology play a vital role in our day-day operations and thus this role will assist in driving forward improvements within the foundations of our IT service and help achieve the long term vision outlined within our Digital & IT Strategy.

What you will bring…..

To succeed in the role, you will have experience as an IT professional (or similar) with working experience and technical Expertise, strong data analytical knowledge and application.

You will be an effective communicator who is willing to make challenging and fair decisions about what our data is telling us, and be comfortable with presenting this information to senior stakeholders. You will also be a team player that enjoys building strong working relationships with a diverse group of stakeholders, suppliers and contractors to make progress and solve challenges.

As the role is varied, you will also be able to manage multiple tasks and projects simultaneously, ensuring effective prioritisation in line with emerging needs.

Your role will also be key in helping us deliver our commitment to be a transparent regulator, and you will lead and support the development and testing of key policies and procedures linked to data and technology.

In summary you will :

To aid and support the Head of IT in day-day standard IT operations.

Manage and maintain our Asset Management System

Manage, maintain and develop our Change Management process

Manage and maintain strong working relationships and partnerships with all key stakeholders including our IT supplier and NHS counterparts.

To assist the Head of IT in writing monthly and quarterly reports based on performance indicators and any risk elements that have been identified.

To help drive forward improvements in our Core Business Systems, primarily our Microsoft Dynamics CRM solution.

Provide key technical advice and support to the business on decision-making and help enhance the user experience.

Review our Standard Operating Procedures and work closely with the Head of IT on making improvements across all procedures.

Maintain a Service Catalogue identifying the key services and operational impact on service downtime.

Deputising for the Head of IT and embody the passion and drive to ensuring trust and confidence

Researching and recommending future technology to enhance business operations

Ensuring the company's cyber security meets industry compliance regulations and remains fully licensed

Remaining up to date on the latest software developments to determine how they can positively impact the business

Liaising with internal departments to determine their IT needs and working with them to implement new technology successfully

Training staff to get the most out of their IT, including producing user guides for staff to reference

Support on the delivery of compliances, including the CAF-based DSPT and other Cyber frameworks.

Essential Criteria

At least 3 years experience of working within an Mid-Level role within IT

At least 3 years experience of working within an application function, understanding the principles of IT applications and administrating, developing and improving IT systems.

At least 3 years experience of using Microsoft Azure technologies and understanding both private and public clouds.

At least 2 years experience of writing complex technical documents and demonstrate good oral and written communication skills.

At least 2 years experience of working in a small team with a can do attitude and drive to attain an excellent level of productivity within a team and solo working setting.

Experience of leading on projects and programmes across the IT portfolio and bringing together skills from other directorates and disciplines to gain knowledge and understanding of a task.

A good knowledge of data visualisation techniques helps managers to present data in a way easily understood by others.

Proven problem solving skills and ability to see a challenge and find suitable solutions.

Experience of developing evidence-based policy, involving the management of multiple information sources to present policy recommendations that highlight the risks and trade-offs to decision makers.

Knowledge or experience of working in a regulatory setting or authority, preferably in a life sciences environment.

Experience in understanding and analysing complex legal, ethical and / or scientific issues.

Excellent written and oral communication skills, including the ability to communicate complex information and key messages to stakeholders at a range of levels and with varying expertise.

Clearly identifies and communicates the relevance, inter dependencies and strategic fit of their work to organisational priorities both internally and externally.

Strong interpersonal skills, including the ability to influence and collaborate with stakeholders and establish good working relationships.

Demonstrably identifies and understands the value / contribution of stakeholders and effectively creates open, creative, constructive, timely and inclusive engagement.

Experience of being able to effectively prioritise and organise work, including while under pressure.

Desirable criteria

Knowledge or experience of HTA-regulated sectors or the life sciences.

Understanding of Parliamentary procedures, specifically in relation to parliamentary questions and legislation.

Experience of public inquiries.

Experience in project management.
