The project :

The role is to support our client successfully deliver their capital investment programme in west central Scotland. If you are searching for an opportunity to join a high-energy infrastructure consultancy team delivering a major projects and programmes, please register your interest.

Client focus - Deliver on our promise :

You will lead on estimating, and cost planning including ownership of and presenting cost plans.

You will lead the procurement process, ensuring stages including prequalification, enquiry, analysis, selection and contract preparation are performed effectively.

You will lead the delivery of cost management services to deliver key strategic outcomes and KPIs, directly influencing strategic development of plans.

Advises on procurement strategies and contract selection, writing and undertaking procurement reports.

Provides expert technical / functional advice applying value management techniques at the outset of projects.

Delivers estimating and cost planning activities to include ownership and presentation of the final cost plan.

Drives procurement process, ensuring that all stages including prequalification, enquiry, analysis, selection and contract preparation are performed effectively.

Develops & maintains a series of both internal and external relationships.

Supervises preparation of contract documents, warranties, bonds and licenses to ensure formal execution by the appropriate parties.

Accountable for the measurement of project valuations, ensuring cost checking and valuation work is managed effectively.

Delivers and produces cost control and reporting services to present to stakeholders.

Directs and manages costs associated with design changes, contract awards, construction activities and client charges.

Delivers continuous improvements in processes through application of best practices and lessons learned. Drives transformational change.

Oversees evaluation of claims for delay and additional costs made by external stakeholders.

Directs the issue of certificate of making good defects and final completion in accordance with any requirements relating to completion, submissions and approvals.

Manages certificates of practical completion ensuring that final accounts are negotiated and agreed.

Manages a large team (or several teams) of direct reports, driving the appropriate behaviours to achieve success & key performance indicators (KPIs), including a continuous improvement culture.

Provides performance management, technical & career development and coaching.

Works collaboratively towards the common goal of net zero carbon transition and share responsibility for the proactive identification and management of the associated carbon emissions and reductions during the delivery of work.

  • You will lead cost consultants to identify and execute opportunities that improve cost management procedures, templates and products to enhance services provided to stakeholders.
  • You’ll need to have :

    Demonstrable experience of delivering service excellence to clients.

    Demonstrable experience across a variety of sectors and projects.

    Proven experience cost planning, budgeting and estimating experience.

    Sound understanding of costs and timescales of work undertaken and implications of risk of failure to deliver.

    Proven experience of different types of contracts including the method of measurement.

    Knowledge of BIM techniques and applications.

    Analytical skills.

    Digitally competent.

    Degree in quantity surveying / cost management (or equivalent).

    Professional membership i.e. MRICS / RICS (or equivalent) and moving towards fellowship.

    Detailed knowledge of forms of contract.

    Capex V Opex cost analysis / advice.

    Sound knowledge of value engineering, life cycle costing, contract law and contractual frameworks relating to construction.

    Proficient knowledge and expertise in sector.

    Technical qualification / certification for project portfolio / s (or equivalent).

    Sound knowledge and experience of contract law and contractual frameworks relating to construction.

  • Expert knowledge and confidence to undertake and advise on contract administration and contract management.
  • You’ll also have :

    Degree in quantity surveying / cost management (or equivalent).

    Professional membership i.e. MRICS / RICS (or equivalent) and moving towards fellowship, or equivalent demonstrable professional or personal development.

    Strong commercial and financial acumen.

    Sound knowledge of value engineering, life cycle costing, contract law and contractual frameworks relating to construction.

    Leadership and management experience of large, diverse teams.

    Experience of managing relationships with key senior stakeholders.

  • Knowledge of how carbon and sustainability considerations will shape the outlook of the projects you are working on.
