About the Team
The Enterprise and Property Tax (EPT) Team are responsible for aspects of the tax system that encourage investment and entrepreneurship in and by business, including the tax-advantaged venture capital and employee share schemes, Capital Gains Tax (CGT) and creative sector reliefs, and research and development tax credits. EPT also deals with all aspects of commercial and residential property taxation, from business rates and council tax to stamp duty land tax (SDLT). Recent examples of the team’s work include the increase to CGT rates, the reform of the R&D reliefs and the introduction of business rates for private schools.
Our work can be dynamic and fast-paced at times. Our focus is on tax areas that are technical but equally prone to hit the newspaper headlines, meaning the work is relatable and extremely interesting. You will be given lots of support and on-the-job training to help you develop the skills needed.
About the Job
In this role, you will :
- Lead on policy development of Capital Gains Tax, including delivering CX priority measures at Fiscal Events. This work includes consideration of CGT rates, allowances and structure, and leading on other new CGT measures as they arise, including measures focused on tackling the tax gap, simplification and cryptocurrency. This requires and provides the opportunity to build strong policy development skills.
- Lead on Ministerial advice on CGT, both proactively and reactively. Draft high-quality advice and obtain buy-in from others and secure SCS sign-off. This involves juggling competing priorities and managing different ministerial asks to ensure delivery of key asks to deadlines.
- Drive forward wider work on CGT strategy, in line with the broader tax strategy work ongoing across the department, through joined-up working across BIT and SPB. This involves working with stakeholders across the department, offering opportunities to develop in this area.
- Run the SCS CGT steering group, including setting the agenda and presenting policy proposals to the steering group for discussion and decision. This provides opportunities to present to Seniors alongside developing and maintaining the ongoing structure of the steering group.
- Work together with HMRC through the policy partnership, building trusted relationships and leveraging these to deliver on team and HMT objectives.
- Support ministers through the Finance Bill process, where the branch typically has a number of measures. This includes writing briefings and briefing Ministers verbally, as well as undertaking box duty.
- Take a flexible approach to support work across the branch, working flexibly across the wider team’s portfolios as needed to support Ministerial and HMT priorities.
About You
The successful candidate will have a proven ability to bring together a broad range of analysis, data, and wider considerations to make clear and robust policy recommendations, ideally on tax policy. You will have excellent stakeholder management skills, with a proven ability to build credible internal and external relationships within a sensitive environment. You’ll have the ability to make the links between different areas, taking account of the broad political and economic context to set policy options out within a wider set of strategic objectives. Lastly, you will have demonstrated experience of working on fiscal and / or economic policy, ideally in tax.
