Job description

About the Role : We are seeking to speak with a strategic and results-driven Head of Bids to lead our bid management function within the social housing and maintenance sector. This is a key leadership role responsible for securing high-value contracts through competitive tendering and framework agreements. You will oversee the end-to-end bid process, ensuring that proposals are commercially viable, technically robust, and aligned with the company's growth objectives.Key Responsibilities :

  • Bid Strategy & Leadership
  • Develop and implement a winning bid strategy aligned with business growth goals.
  • Identify and pursue tender opportunities within social housing, planned maintenance, and responsive repairs.
  • Manage a team of bid writers, estimators, and coordinators, ensuring a collaborative and efficient bid process.
  • Bid & Tender Management
  • Lead the full bid lifecycle, from PQQs and ITTs to final submissions.
  • Review tender documents, ensuring compliance with client requirements and industry regulations.
  • Work closely with commercial, operations, and business development teams to develop competitive, innovative proposals.
  • Conduct risk assessments and mitigation planning for all tenders.
  • Stakeholder Engagement & Market Analysis
  • Maintain relationships with local authorities, housing associations, and procurement bodies.
  • Monitor market trends, competitor activity, and legislative changes within social housing and maintenance.
  • Represent the company at industry events, framework engagement sessions, and client meetings.
  • Financial & Commercial Oversight
  • Work with estimators and finance teams to develop accurate, cost-effective pricing models.
  • Ensure bids are financially sound and aligned with the company’s commercial objectives.
  • Lead post-bid reviews and lessons learned sessions to improve future success rates.Key Skills & Experience Required :
  • Proven experience in bid management within social housing, maintenance, or public-sector contracts.
  • Strong understanding of framework agreements, procurement regulations, and compliance.
  • Exceptional writing, communication, and presentation skills, with the ability to craft compelling bids.
  • Commercially astute, with experience in costing, risk management, and contract negotiation.
  • Leadership experience, with a track record of managing and developing bid teams.
  • Ability to manage multiple bids simultaneously in a fast-paced environment.Desirable :
  • Knowledge of housing compliance, fire safety, retrofit, and sustainability regulations.
  • Familiarity with procurement portals such as Proactis, Delta, or Housing Procurement Partnership (HPP).
  • Experience in Social Housing, Maintnence or Residential Bid Writing / Management will be preferred
