Head of Office - SPCC

This role drives delivery of the SPCC�s Business Plan against the Strategic Objectives, and is responsible for maintaining the effective, efficient and fair operation of the business. The role requires strategic planning and horizon scanning, with a focus on driving change, continuous improvement and quality.�

Job description

With line management of a small delivery team you will :

  • Utilising P3M techniques, you will be responsible for the implementation of a fully functioning independent investigatory body and supporting head office that will include the delivery of standard opening procedures, governance, finance, human resources, IT, legal, health and safety, customer services and facilities management.
  • Design, plan and implement business strategies, plans and procedures that deliver the SPCC vision and objectives.
  • Drive performance and ensure services are delivered against the plan and within resources
  • Implement an assurance regime, review operations and implement measures regarding the efficiency of the SPCC operational processes and take steps to improve them. Liaising with stakeholders for quality assurance purposes and measures.
  • Lead the continued development of the SPCC functions, ensuring operations and practices meet required standards and adhere to policy, legislation and jurisdiction while promoting innovation in Service design and delivery.
  • Direct and oversee the operations of the SPCC, prioritise activities and making any necessary changes to meet business goals and projections
  • Establish a risk management and escalation framework, identifying mitigations and escalation points.
  • Develop and control all operational budgets and forecasts to ensure that the SPCC has all the resources required to meet its objectives within agreed financial parameters.
  • Robust capacity planning through the provision of resource management oversight to advise the SPCC on potential resource stretch, capability and utilisation.
  • Implement an oversee an enduring Governance and Reporting framework, creating KPI�s and taking responsibility for monitoring performance against the framework.
  • Oversee the creation of the annual report, providing direction and guidance on its content.
  • Act as Policy owner for all relevant policies, ensuring their timely maintenance and updates
  • Undertake and coordinate stakeholder engagement to ensure a fully collaborative approach, deliver detailed updates across all stakeholders and governance bodies as required
  • Communication and presentation skills; the ability to present both verbally and written using data and evidence in a way that can be adaptable and readily understood at all levels. This will include written Ministerial submissions, internal and external comms and verbal briefings.
  • Support the SPCC to build and maintain staff engagement levels.
  • Act as senior advisor to the SPCC on MOD policies and processes.

    Alongside your salary of �67,820, Ministry of Defence contributes �19,647 towards you being a member of the Civil Service Defined Benefit Pension scheme.

  • Where business needs allow, some roles may be suitable for a combination of office and home-based working.� This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance.
