Job Title : L&D Consultant (Adult Social Care)

Pay Rate : Negotiable

Location : Walsall Council (Remote with occasional on-site requirements)

Working Hours : 37 hours per week (Part-time considered)

Assignment Duration : 3 months temporary

About the Role :

Walsall Council is seeking a dynamic and experienced Learning & Development Consultant to serve as a Temporary Workforce Lead in Adult Social Care (ASC) . In this pivotal role, you will drive key workforce initiatives, including the development of a comprehensive workforce strategy, identifying workforce needs, and scoping resources to support workforce development across the ASC directorate.

Key Responsibilities :

  • Conduct a thorough workforce needs and gap analysis to assess current capabilities and future requirements.
  • Develop an Adult Social Care workforce strategy that aligns with the council's corporate objectives and incorporates staff feedback.
  • Create a detailed workforce action plan to support continuous learning and development within the directorate.
  • Scope the resources necessary to implement the strategy and action plan, coordinating with other departments such as Children's Services and the Organisational Development team.
  • Develop a business case for restructuring the workforce development function within Adult Social Care, outlining clear benefits and implementation strategies.

Key Focus Areas :

  • Supporting the growth and development of a skilled workforce across ASC, including Social Workers, Occupational Therapists, and Rehabilitation Officers .
  • Ensuring workforce practices align with statutory duties under relevant legislation, such as the Care Act 2014 , Mental Capacity Act 2005 , and Mental Health Act 1983 .
  • Contributing to the council's Care Quality Commission (CQC) assessment narrative by demonstrating workforce compliance with Care Act duties.
  • Aligning the strategy with the Social Care - Workforce Race Equality Standard (SC-WRES) Improvement Programme .
  • Qualifications and Experience :

  • Proven experience in workforce analysis and strategy development within the social care sector.
  • Strong understanding of adult social care statutory duties and relevant legislation.
  • Excellent communication, organisational, and collaboration skills.
  • A commitment to promoting equality and diversity in the workplace.
  • Relevant qualifications in social care , human resources , or a related field.
