HMRC's Fraud Investigation Service tackles the most serious fraud, evasion and organised criminal attacks against the tax system, using a wide range of approaches, skills and capabilities including civil and criminal investigations. �

HMRC plays a significant role in tackling economic crime, delivered through its unique function as a tax authority, law enforcement agency and anti-money laundering supervisor. HMRC�s investigation, asset recovery and anti-money laundering powers complement and support the activities of the broader government agenda. �

Exploitation of the UK�s financial system has consequences for tax compliance and society�s perception of fairness. Taking robust action when exploitation is identified, including through sectors HMRC supervises under the Money Laundering Regulations and criminal investigations, ensures there are consequences for those actions. �

In FIS Economic Crime, we work across HMRC and the wider Law Enforcement community, using a unique blend of skills and expertise to recover the proceeds of crime and protect the UK against the risk of money laundering and terrorist financing, putting illicit finances at the centre of operations. �

Our operational teams tackle the financial aspects of cases to deter, disrupt and remove assets from tax fraudsters, sending a clear message that crime doesn't pay. This includes recovering the assets of crime using criminal and civil powers, taking action to ensure businesses in supervised sectors comply with money laundering and terrorist financing regulations and the post-conviction management of offenders. �

Targeting and tackling the financial benefits of tax crime is a powerful approach in disrupting attacks on HMRC. Using our unique set of powers (including confiscation at the conclusion of a criminal trial, civil recovery tools, insolvency or taking control of goods to satisfy an outstanding debt) to achieve maximum impact, we take the profit out of tax crime and return monies to the Exchequer, ensuring funding of vital public services.

Job description

  • Lead and manage a team of Economic Crime Operations Recovery Higher Officers and be responsible for delivering a wide variety of complex and challenging investigations including delivery of restraint and confiscation, detained cash investigations, Proceeds of Crime Act (POCA) Part V, Civil Investigations and Asset Recovery Investigations;
  • Ensure compliance with FIS and the wider HMRC management and leadership requirements, collation and recording of data for management information, forecasting and other senior management requests;
  • Motivate the team to deliver quality results and continuous improvement by setting clear guidance for managing performance, promoting diversity, inclusion and equality and supporting the team to deliver their objectives, while ensuring compliance with the appropriate legal and governance frameworks;
  • Keep your knowledge up to date with changes in the law and technical and professional developments;
  • Manage all standard Economic Crime operational duties that attract Flexibility Payments;
  • Build and maintain effective working relationships with key stakeholders, both internal and external to ensure Illicit Finance is at the heart of all FIS investigation work;
  • Act as a role model by demonstrating HMRC leadership values and capability.
  • The role will also include leading proactive operational deployments and supporting other teams� operational deployments dependent on your level of experience, skill set and training. �

Person specification

The ideal candidate will have :

  • The ability to manage a team, motivate and gain engagement that drives forward proactive asset recovery utilising all the available powers and tools of FIS Economic Crime.
  • The successful applicant would be expected to travel as part of their leadership and management responsibilities. This will involve overnights away from home.�

    Essential Criteria :

    The successful candidate must be a fully trained Financial Investigator / POC Authorised Officer with recent experience. �

    They must have :

  • Knowledge of Criminal Finances and Financial training / NCA / Home Office requirements and the other capabilities within EC Ops. How these can be brought together to achieve a more powerful operational outcome for FIS and support of the wider Government agenda;
  • Significant Restraint and Confiscation experience.
  • Experience of working and liaising with external law enforcement agencies.
  • Desirable Criteria :

  • Recent experience of managing teams, Civil or Criminal, undertaking complex investigations.

    Alongside your salary of �42,618, HM Revenue and Customs contributes �12,346 towards you being a member of the Civil Service Defined Benefit Pension scheme.

    Flexibility Payment �

    This post attracts a Level 1a Flexibility Payment (FP) that is paid monthly with salary. This FP allows HMRC flexibility to change your work pattern, at short notice, to meet business needs. Additionally, you will be expected to work longer hours from time to time, at weekends and outside your normal working hours / days (including bank holidays). �

    In applying for a position and accepting the FP you agree that you can and will meet those attendance requirements. �

    FP levels are reviewed annually � on a business need and personal basis � and may be subject to change. �

    If you currently receive the Flexibility Payment, which may include Transition Protection and / or a Maintained Pension Value, moving to a new role may affect your payments. �
