Job description

EUI has recently initiated a multiyear strategic programme to transform our core business services as well as replace the CREST settlement system. This is a large-scale, prominent portfolio of work that will be visible to clients, the market and regulators alike, and thus is of critical importance to land safely and well.

You will manage the successful delivery of projects under the “Peel-off” workstream. This is the incremental transformation of key components of the system, utilising modern technologies and resilient-by-design infrastructure. They are responsible for leading the project to deliver the project scope, value realisation, client satisfaction, budget, and timelines.

The role holder will chair and lead project governance meetings, to ensure effective and efficient management and oversight of the project deliverables and outcomes.

  • Ability to galvanise key stakeholders across business and IT to effectively deliver our critical, market-facing programmes of work.
  • Work within the defined governance, programme organisation, and adhering to the EUI PPPCM (Portfolio, Programme and Project Change Methodology).
  • Regularly report project progress at all levels, including sponsor, senior management and / or Clients, using standard tools (. Microsoft Project) in a clear and concise manner to drive effective decision-making.
  • Implement and maintain governance standards on your project, including baselining and thereafter maintaining robust change control on agreed project scope.
  • Maintain alignment to key stage gates and project controls to execute safe delivery out to market.
  • Collaborate with the business to define outcomes, capabilities and benefits throughout the entire project.
  • Deliver an achievable end to end plan, with detail that can keep projects on track, and provide confidence that we are incrementally delivering towards stated outcomes.
  • You possess sound business and technical understanding and the interpersonal skills to engage with technical architects and business stakeholders alike to support and influence decisions taken with the project sponsor / client.
  • You have the ability to remove impediments from the Project (managing conflicting interests, negotiating inputs between different parties, proactively identifying issues and risks and adjusting scope if required).
  • Work with the business and Business Design Authority to maximise value being delivered to our clients and increase our business agility.
  • Capability to assist in the analysis of requirements with project sponsors / customers and with the support of the Enterprise Architect / Application Architects in order to evaluate the project feasibility within the scope of a pre-defined strategy.

Key responsibilities

Driving change

  • Responsible for the delivery, overall scope, benefit realisation and financial management of the “Peel-off” workstreams.
  • Working with the EUI Business Change Manager to ensure the successful management of the transition.
  • Set up new projects to meet the strategic objectives of the organisation through a small team operating in a matrixed structure. Responsible for the planning and design of the projects and overseeing their progress.
  • Accountable for the mitigation and effective management of risks and threats to existing and proposed change solutions impacting delivery.
  • Experience and understanding of interacting with external regulators and relevant organisational supervisors is a bonus.
  • Stakeholder Management

  • Work closely with Euroclear entities to proactively promote the ‘One Euroclear’ approach.
  • Build long term relationships with business leaders, stakeholders, colleagues across EUI, ESA and EUI’s regulator.
  • Can interact with collaborators of all levels across the Group on programme / project budget, scope, timing, resourcing and prioritisation on both technical and commercial subjects.
  • Develops and maintains a positive, highly collaborative, and effective working relationship with Group counterparts.
  • Providing challenge

  • Challenging the programme stakeholders to break down “we have always done it this way” attitudes and encourage a can-do, will-do way of working.
  • Communication

  • Ensuring that the Vision, goals, and ongoing status of the project are communicated consistently and clearly to internal and external stakeholders.
  • Owning and approving the key messages to be used in both internal and external communications.
  • Working closely with the People and Communications team to ensure that communications are effective, consistent and ensure a consistent view of the programme exists across all interested parties.
  • Ensuring timely and effective project reporting to EUI MC, EUI Board, regulators, and other stakeholders.
  • Framework & Governance

  • Ensures the full strategic governance framework is applied and adhered to.
  • Maintenance and execution of the EUI transformation’s governance arrangements.
  • Provides regular reports on programme delivery to the EUI Board and their appointed oversight sub-committee, EUI MC and ESA MC.
  • Ensuring coherence with client changes, infrastructure planning, collaborate with other projects and programmes internally and across the market as required and ensures EUI compliance to Group programme policies.
  • Education & Experience

  • Recognised Project and / or Programme Management certification (Prince II, APMP, MSP, Prince II Agile, PMI ACP).
  • Proven record of working within the financial services industry leading complex Business and / or IT Transformation programmes in a regulated environment.
  • Experience working with Agile, Waterfall and hybrid project methodologies.
  • Solid experience in the preparation and management of project budgets, including forecasting. Skilled in constructive challenge and data accuracy.
  • Experience of dealing with outsourced suppliers and associated contract management.
  • Experience of working with senior stakeholders required.
  • Designing / implementing / managing programmes delivering at scale business and technology change.
  • Strong planning skills, can multitask, and prioritise workloads to ensure deadlines are met.
