Job Summary :

The Ministry of Defence employs over 50,000 Civil Servants. Within that, the Army Top Level Budget (TLB) employs around 12,000 MOD Civil Servants located at over 300 locations. Ours is a diverse workforce, with roles ranging from trainers, human resources, teachers, and psychologists to storekeepers, financiers, project and programme managers, and policy secretariat staff. There are many different functions and professions delivering key outputs for the Army.

The Army Personnel Centre (APC) is the Army's primary talent placement and career growth capability, directly enabling operational effectiveness.

The APC's Optimisation Branch delivers organisational change, including digital transformation, across the outputs of the APC. The scope of the team touches every single member of the Army with a commensurate level of senior interest. You will be joining a dedicated team that works collaboratively and supports each other. The team has led the way with the development of innovative solutions for modernisation and embrace the use of these tools for everyone involved in the Army's career management processes.

The purpose of the role is to deliver the full implementation of UK General Data Protection Regulation (UK GDPR), the Data Protection Act 2018 and Physical and Digital Data Records within the APC.

This position is advertised at 37 hours per week.

Job Description :

The key areas of delivery and engagement are :

  • Promote adherence to Data Protection policy and other central guidance within the APC business area
  • In conjunction with the Personal Information Risk Manager (PIRM), identifying all holdings of personal and mission critical data throughout the APC ensuring all Information Assets are registered with the Army Information Asset Register (AIAR)
  • Acting as the APC lead for granting AIAR access permissions to the Information Asset Owners
  • Advise and assist APC Information Asset Owners in completing Data Protection Impact Assessments
  • Assume the role of the principal Data Protection Policy Authority to the APC Information Asset Owner's (IAO) and Senior Information Risk Owner (SIRO)
  • Ensure that all staff within their business areas are aware of their Data Protection responsibilities
  • Responsible for the governance, assurance, safeguarding and delivery of APC physical and digital record holdings in line with relevant MOD / Army legislation
  • Develop appropriate records management strategies and policies to ensure all APC Records are used in-line with legislation
  • Take responsibility for day-to-day delivery of Records Management processes across APC
  • Support and advise staff at all levels within the organisation on records matters, implementing a records lifecycle, ensuring adequate retention and disposal as and when required
  • Act as the Electronic Records Manage focal point for pan APC implementation

    Essential :

  • An understanding of data protection laws and regulatory requirements in accordance with DPA18 and GDPR
  • A self-starter with the ability to work independently and take initiative
  • Strong ability to collaborate within a team environment
  • Able to balance strategic guidance with day-to-day operational responsibilities while maintaining accountability to both a line manager and a military business lead
  • The ability to deal with conflicting asks and assertively ascertain priorities
  • To understand in totality the current deliverables and outputs of the subject matter area, and support individuals where necessary
  • Confident in engaging with a wide range of stakeholders, clearly communicating the message
  • The ability to draft supporting documents offering insights and intuitively providing value where required, as you will be required to do so for the APC Senior Information Officer (SIO) Lead and Army Data Protection Authority
  • Desirable :

    A background in Information Management and experience of Information Systems, Records Management, and Data Protection is desirable and the associated specific professional skills knowledge for the post are :

  • MS Office and SharePoint experience
  • An understanding of Defence Records Management policy and processes is desirable
