Harlow Council is delivering its mission to Rebuild our town, and to support the ambitious regeneration programme is looking to recruit an experienced project manager.
It is an exciting time for Harlow and the Council, the Building Harlow Future plan will see the Council deliver a once-in-a-generation programme to rebuild our town and our mission is clear - To create one of the best town centres in the UK, an exciting, dynamic space that serves people of all ages, at all times of the day. From new shops, bars, and restaurants to vibrant cultural spaces, entertainment venues, and world-class public realms, Harlow will be a destination where people come to live, work, and play.
The Council is currently delivering a £40m Towns and Levelling Up Fund programme which will see the transformation of a number of strategic town centre sites; an acquisitions programme will see new strategic sites being brought forward in the town centre and across the district all needing driving forward by a skilled and ambitious project manager.
We are seeking a Regeneration Project Manager who is passionate about driving transformational change. Do you have the vision, leadership, and expertise to deliver high-impact regeneration projects? If so, Harlow Council invites you to be part of our ambitious journey.
Applicants should have experience in managing and delivering a wide range of complex projects, from inception to completion. Working within the Regeneration Directorate, you¼ lead on major projects that enhance and support the town regeneration and inclusive growth agenda, ultimately supporting to Build Harlow Future. You will build strong partnerships with stakeholders and ensure that Harlow continues to thrive as a destination of choice for investors, businesses, residents, and visitors.

Key Responsibilities :

Lead and manage major regeneration and growth projects across

Harlow and Harlow Town Centre.

Oversee project and financial management of capital and revenue programmes.

Foster partnerships with landowners, businesses, and community stakeholders.

Identify and secure funding and sponsorship opportunities.

Manage procurement and delivery of contracts and consultants.

Ensure high-quality public realm and town centre management.

Provide accurate reporting on project progress, risks, and budgets.

What We Are Looking For :

Degree or equivalent experience in a relevant field.

Proven experience managing town centre and / or estate regeneration projects.

Strong knowledge of project management methodologies and tools.

Excellent stakeholder engagement and partnership-building skills.

Ability to manage budgets, contracts, and consultants effectively.

Strong communication, problem-solving, and strategic thinking abilities.
