We are looking for a skilled and motivated LPIS / GIS Service Lead to oversee the delivery support and continuous improvement of our Land Parcel Identification System (LPIS) and wider Geographic Information Systems (GIS) services.
ARE Digital and Data (AD&D) is responsible for providing the capability and capacity that ensures digital services are reliable secure and up to date. This requires a broad range of technical competencies mostly provided by inhouse and contracted specialists working in multidisciplinary teams.
In this role you will you will act as the service owner within the Spatial Data Management Team for LPIS / GIS ensuring these critical services are reliable efficient and aligned with evolving business and regulatory needs. Working closely with internal stakeholders you will provide strategic leadership coordinate service operations and drive improvements in performance resilience and user experience.

Experience
Your experience operating critical business applications and services enables you to take end-to-end responsibility for the LPIS / GIS service. You lead the delivery support and maintenance including asset and configuration management monitoring incident and change processes to ensure service reliability and you act decisively to prevent or resolve faults using service data and stakeholder insight.
Your experience working across multidisciplinary and supplier teams enables you to improve operational processes and strengthen delivery partnerships. You identify ways of working that can be improved and you play an active role in on-boarding new colleagues contributing to team culture and knowledge sharing.
Your experience as a service owner empowers you to lead the definition and management of the LPIS / GIS service roadmap. You take accountability for aligning upgrades and lifecycle planning with strategic goals and for ensuring compliance with legal and regulatory standards relevant to land GIS and agricultural data.
Your understanding of ITIL-aligned service management allows you to effectively manage incidents problems and changes. You ensure service performance is reported analysed and improved continuously through structured reviews and you lead root cause analysis and implementation of lasting fixes.
Your experience in continual service improvement enables you to take insights from service metrics user feedback and incident trends and translate them into improvement actions. You prioritise enhancements that protect service value mitigate risk and deliver business benefit.
Your experience contributing to strategic planning enables you to influence decisions on investment and resourcing for LPIS / GIS. You provide technical and operational insight that ensures services are sustainable secure and meet evolving user and policy needs.
Your engagement with business and operational stakeholders means you have a strong understanding of user and organisational needs. You translate these needs into service priorities and you ensure that improvements and technical decisions are grounded in real-world use.
Experience is assessed at sift along with a more in-depth assessment at interview.

DDaT Pay Supplement
This post is part of the Scottish Government Digital Data and Technology (DDAT) profession as a member of the profession you will join the professional development system. This post currently attracts a 5000 annual DDAT pay supplement applicable after a 3-month competency qualifying period. The payment will be backdated to your start date in the role. Pay supplements are reviewed regularly and there is one currently underway. Changes will be communicated when the review is concluded.
